Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $77,000 to $85,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $77,000 to $139,200/year.

Brief Summary of Job Duties:

Under the direction of the Director of Policy & Administration, the Non-Senate Academic Appointment Analyst serves as one of two the Unit 18 and non-senate appointment specialist supporting the program of academic personnel administration for the College of Letters and Science and is responsible for developing, managing, analyzing, tracking, and monitoring those academic personnel transactions in the College. Must have a sophisticated familiarity with the APM, Red Binder, and the Memorandum of Understanding, the ability to interpret and apply applicable policies and directives, and the ability to independently analyze and consult on all Unit 18 and non-senate appointment matters. The incumbent must advise the Deans, department chairs, managers, and staff of any new or revised policies, and the implications of such on the Divisions and departments. Must be able to directly advise faculty and staff in departments. Performance of these duties requires substantive knowledge of all phases of Unit 18 and non-senate appointment transactions; initiative and judgment in dealing with departments; strong analytical skills, and effective written and oral communication skills.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 4-6 years of experience in functional areas of Academic Personnel/Non-Senate Faculty.
  • Thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.
  • Ability to communicate effectively with diverse audiences.

Preferred Qualifications:

  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • 4-6 years of experience in UC Academic Personnel Policies.
  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.

Job Functions and Percentages of Time:

  • 40% Non-Senate Academic Personnel Transactions - Administers and coordinates the review, analysis, processing, tracking, and data management of all temporary academic personnel transactions for the College of Letters and Science: initial appointments, reappointments, appointment revisions, resignations, reduction in time notices, layoffs, leaves, voluntary reductions in time, and temporary and permanent augmentations. Included titles are Lecturers and Senior Lecturers, Continuing Lecturers and Continuing Senior Lecturers, Visiting Faculty, Adjunct Faculty, Teaching Associates, Academic Coordinators, Guest Lecturers, Emeriti recalled to active duty, Researchers, and without salary appointments. This includes temporary faculty recruitment, for which the analyst has responsibility for all aspects of the process, from advising and guiding the departments, to reviewing and approving of the advertisement search plan and search report, to processing the appointment case. Has primary responsibility for reviewing and preparing Continuing Lecturers, Continuing Senior Lecturers, Academic Coordinator, and Researcher merit review and advancement cases for the Deans. Appointment analysis includes assessing resource availability and determining the appropriateness of recommended title and compensation. Provides the three divisional deans with analysis and recommendations on proposed actions. Advises on University and Systemwide policies, procedures, and practices, and ensures conformance with these requirements. Studies complex information, identifies potential problems, and analyzes problems to propose options, make recommendations, and draft correspondence for the deans . Ensures documentation is in compliance with UC policies, including criteria in the APM, Red Binder, UC-AFT Memorandum of Understanding, and the Contract between the University and the UAW, representing the Academic Student Employees, and initiates follow-up procedures. Advises department chairs, managers, and staff as to appropriate courses of action regarding temporary faculty recruitments, appointments, reappointments, merits, advancements, leaves, and consults with individual faculty, chairs managers, and staff as required.
  • 35% Policy Development and Administration - Serves as the resource and initial contact point for non-senate academic personnel policy within the College, providing consultation and interpretation to the deans, department chairs, managers, and staff, and recommends appropriate courses of action. Provides detailed analysis of requests for exception and exemption to policy, and makes appropriate recommendations to the deans. Works with Divisional Academic Personnel Analysts and staff in Academic Personnel to develop and implement Division and college-wide policies and procedures pertaining to temporary appointments. Advises department chairs, managers, and staff regarding policy implementation, interpretation and application. Collaborates with department managers and staff to anticipate temporary academic personnel issues and recommends appropriate action according to policy.
  • 15% Training, Consulting, Advising & Liaison Activities - Provides regular consultation and advice to department chairs and staff in the Divisions. Conducts training sessions for new and continuing department staff; develops courses, prepares materials, and presents sessions. Consults individually as necessary to instruct new and continuing staff regarding the appropriate application of temporary academic personnel policies and procedures. Provides departments with temporary appointment data. Sends reminders about upcoming reviews. Monitors departmental needs to help solve recurring problems and visits departments independently to consult and review strategies for satisfying policies, meeting deadlines, and implementing new procedures. Serves as liaison between College and the Executive Vice Chancellor's Academic Personnel Office, Equal Opportunity/Affirmative Action, Graduate Division, Academic Senate, Summer Sessions, Office of International Students & Scholars, Human Resources, and Labor Relations. Provides back-up for Divisional Analysts in all areas of Senate faculty transactions.
  • 10% Resource Planning, Development & Management - Works closely with the deans and the assistant deans for the Divisions regarding the utilization of non-senate faculty. Reviews departmental Sub-0 accounts and determines the availability of resources for proposed appointments. Advises the assistant deans on appointments and compensation for temporary appointments, and ensures that all commitments are made according to campus and University policy. Develops data management system. Maintains and retrieves data, generates reports and analyzes information as needed from systems including: temporary faculty employment data and history, merit & promotion eligibility and outcome statistics, and temporary budget tracking. Consults with computer support specialist regarding development and design of database for academic personnel systems. Maintains and retrieves data, generates reports, and analyzes information from systems as needed including temporary faculty employment data and history, quarters of service, salary rates, appointment percentages, base FTE, and merit and promotion eligibility and outcome statistics.
