Job Summary Estrella Mountain Community College (EMCC) is hiring a Program Analyst. This position coordinates the use of large meeting spaces, conference rooms, as well as outdoor spaces; works with other departments to ensure the resources needed are available and working; completes and executes contracts with external customers and vendors to include invoicing; procurement, and running of reports for EMCC and the District Office. Essential Functions 30% Coordinates the use of assigned spaces for administrators, staff, faculty, and external customers and vendors using an online scheduling software 25Live. Monitors the use of spaces and makes changes when requested. Meets with, prepares, and executes contracts in the Contract Lifecycle Management (CLM) system with external customers and vendors. 25% Serves as a liaison for logistics of assigned spaces, addressing meeting and event needs. Collaborates with multiple departments for resources and availability. Provides professional-level staff support and program representation to customers and partners. 15% Monitors and ensures compliance with policies, procedures, and standards. Provides policy and process information to students, faculty, staff, administrators, and external customers and vendors. 10% Responds to inquiries and issues. Evaluates issues, researches alternative solutions, and provides recommendations. Collaborates with facilities to configure large indoor and outdoor spaces. May be required to reconfigure large indoor and outdoor spaces. 10% Prepares 25Live reports weekly for event resources and quarterly rental reports for the District. Maintains contract records and documentation. 10% Prepares and monitors invoicing of external customers and vendors. Assists with department procurement using a Financial Management System (FMS). Other duties as assigned commensurate to the grade level of the position. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in education, business or public administration, or directly related field and two (2) years of full-time equivalent related program management experience preferably in an educational setting OR Associates Degree from a regionally accredited institution in education, business or public administration, or directly related field and four (4) years of full-time equivalent related program management experience preferably in an educational setting An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. Three (3) years of facility rental experience coordinating resources and staff availability. B. Three (3) years of experience in software systems such as Financial Management System (FMS), 25Live, Contract Lifecycle Management (CLM), or similar. C. Three (3) years of experience in preparing contracts and implementation. D. Experience in procurement, invoicing, and billing.
