MUST:

Experienced Budget Analyst [Grants/Acquisition]


3+ years of federal budget experience with Grants or Acquisitions

2+ years of experience using the Resource Management System (RMS)

Customer service oriented.

Prompt responsiveness.

Excellent organizational skills.

Ability to meet and exceed deliverable timelines.

Excellent verbal and written communication skills.

Bachelors degree required

DUTIES:

The Budget Analyst will support multiple phases of the Grants and Procurement process, or it can span the entire procurement process from the pre-award phase through the post-award phase.


Responsibilities:

Assist with the review and validation of budget planning information.

Perform payroll projections forecasts, (i.e., payroll expenses for the current and upcoming budget year, baseline projections) and generate, annualize, and update for individual employees.

Assist with the preparation of programmatic information necessary for the preparation and submission of spending plans.

Summarize, analyze and review funding requests, ensure funds are utilized consistent with budget projections and prepare documents for certification of funds.

Reconcile projection reports and validate daily system commitments and obligations

Determine the cost fluctuations for the recruitment of new staff and changes due to promotion, staff departures, and staff awards.

Develop Status of Funds (SoF) report(s) for operational level organizations and attend monthly branch SoF meeting.

Develop/update Standard Operating Procedures (SOPs) and documentation of team processes.

Validate the Acquisition and Assistance (A&A) IRIS module for input into planning tool.

Assist with the calculation of the Continuing Resolution (CR) based on established criteria and various scenarios - consults with special project team.

Project what the payroll bill will be monthly and annually.

Project budgeting experience with working cradle to grave grants - pre-award to post award and experience with federal awards.

Ability to gather, analyze, verify and consolidate information and statistical data.

Skilled in researching, planning, forecasting, compiling, and summarizing data concerning personnel salaries and expenses and line-item information needed for execution.

Ability to review historical financial data and trends to prepare and validate budget estimates for programs.

Ability to identify and resolve a variety of financial and/or budget-related policy issues, questions and problems related to the organization mission.
