Job Summary

The Geographic Information System (GIS) Analyst reports to the Data Curation Supervisor in the Data Center of Excellence, a division of Information Technology and is responsible for various aspects of the design, development, implementation, and maintenance of data needs for the Center for Occupational and Environmental Health (OEH) under the Department of Public Health Sciences (PHS) This includes requirements gathering, data retrieval and efficient storage from a variety of data sources, processing (validation and curation), storage and administration, application/technical support, translation/sharing of spatial datasets into informative and actionable visualizations. The incumbent may also participate in strategic initiatives and business development by evaluating and enhancing our suite of BI/analytics tools and advising on an integrated data warehousing strategy. This position could also serve as the lead project manager on specific projects.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree or equivalent experience / training in Health Informatics, or Healthcare Administration, Information Management Systems, Computer Science, or a related field or equivalent experience in the analysis, retrieval, and management of data for research and operations purposes in an academic or healthcare setting
  • 3 years of work experience in Geography, Geomatics, Geographic Information Systems, Urban Planning, informatics or related field - most commonly as GIS analyst or programmer/informaticist including in-depth knowledge of GIS software; ArcGIS Pro and ArcGIS online
  • Excellent analytical skills to develop and or comprehend complex technical, clinical, non-clinical, research, and fiscal information; ability to absorb information to make timely and sound decisions.
  • Demonstrated experience in translating customer requirements into the design and development, and documentation of geographic information systems and data assets.
  • Identify and communicate problems in a collaborative, professional manner.
  • Demonstrated experience creating and presenting oral and written material to audiences with varying levels of technical expertise.
  • Demonstrated experience leading projects and excellent organization skills to determine and prioritize workload in order to meet deadlines
  • Proficiency in Structured Query Language (SQL) and R; experience with query tuning and optimization.
  • Working knowledge of Extract, Transform, and Load (ETL) applications.
  • Experience working with large data sets and utilizing data science expertise to uncover insights and support data-driven decision making.
  • Ability to deal with highly confidential, secured, and financial matters; practical application of HIPAA and privacy rules.
  • Ability to use logic and flow diagrams to describe the functional processes of a system that both end-users and programmers can understand.
  • Comfortable working independently with minimal direction in a dynamic and diverse environment.
  • Demonstrated writing skills needed to translate system processes and associated manual processes into clear instructions and explanations.

Preferred Qualifications

  • Master's degree or equivalent in Health Informatics, or Healthcare Administration, Information Management Systems, Computer Science, or a related field.
  • 5 years or more of work experience in Geography, Geomatics, Geographic Information Systems, Urban Planning, informatics or related field - most commonly as GIS analyst or programmer/informaticist including expert knowledge of GIS software; ArcGIS Pro and ArcGIS online
  • Familiarity with visualization/analytics tools (Tableau, Plotly, Dash); ability to translate data into actionable information via graphical representations.
  • Experience with 3D modeling and Computerized Maintenance Management Systems that leverage GIS data.
  • Experience supporting mobile GIS workflows using applications such as ArcGIS Field Maps, Survey 123 and Quick Capture.
  • Working knowledge of workflow management platforms (e.g., Apache Airflow, Jenkins) for data engineering pipelines
  • Familiarity in at least one popular Python framework (e.g., Django, Flask)
  • Familiarity in Docker or container technologies; allowing for isolation of project environments
  • Experience working with Epic Clarity/Clinical data models

Department Overview

The UC Davis Health Data Provisioning Core (DPC), within Information Technology, exists to support the majority of health data analysis needs at UCDH though the provisioning of well-characterized health and non-health data and derived information to data requestors. The mission of the DPC is 1) to develop best practices in clinical/non-clinical informatics to guide the acquisition, transmission, aggregation, sematic curation, characterization, protection, and delivery of health and non-health data, and 2) to enable the learning healthcare system through generation of reusable enterprise data assets and collaborative partnerships between users of data and UCDH Information Technology. The DPC in collaboration with the Department of Public Health Sciences (PHS) is supporting the mission of PHS for the improvement of human health through education, research, partnerships with organizations and communities, and the dissemination and translation of knowledge locally and globally

Department Specific Job Scope

This position plays a strategic role in creating a research technology environment that will impact the UC Davis enterprise, along with awarded statewide and national projects. The GIS Analyst will be a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. The incumbent may manage programs that include formulating strategies and administering policies, processes, and resources; and functions with a high degree of autonomy. This analyst uses skills as an advanced, specialized GIS professional with an in-depth understanding of the GIS field to resolve a wide range of highly complex analysis and research issues. Responsible for related technology systems, programs and equipment. Recommends original, independent, imaginative and creative courses of action while participating as part of multi-disciplinary team through our Center for Health & Policy Research Domain Specific Unit (CHPR DSU)

Work Environment
