Overview

The Vermont Agency of Education (AOE) seeks an Education Medicaid Specialist to provide administrative and technical support for Medicaid billing of school-based health services in Vermont school districts. As a technical expert, the specialist will work closely with supervisory unions, schools, and Medicaid clerks to facilitate proper billing and compliance with state and federal guidelines. This role requires frequent travel to supervisory unions and school locations, with some work performed from a home office.

Key Responsibilities:

  • Train and assist Medicaid Clerks, case managers, and service providers on billing and documentation requirements.
  • Monitor claims activities and assist in resolving claims submission issues.
  • Audit records to ensure compliance with state and federal documentation requirements.
  • Provide input on program manuals, form development, and statewide training initiatives.
  • Conduct monthly on-site visits with Medicaid Clerks to provide feedback and technical assistance.
  • Collaborate with Special Education Directors on Medicaid billing processes.
  • Operate effectively in a virtual environment, managing shared documents and conducting virtual meetings.

Knowledge, Skills, and Abilities:

  • Strong interpersonal skills and ability to build positive relationships.
  • Knowledge of state and federal Medicaid regulations and healthcare provider requirements.
  • Ability to organize multiple information streams and self-motivate.
  • Proficiency in modern office practices, including word processing, database management, and spreadsheets.
  • Strong verbal and written communication skills.
  • Experience operating in virtual settings, including facilitating meetings and managing shared documents.
  • Ability to deliver training and provide technical assistance effectively.
  • Skill in enforcing regulations with tact and diplomacy.

This is an opportunity to make a significant impact on school-based health services in Vermont while working in a flexible environment.This position offers significant remote work based within Vermont and contiguous states but will require regular in-office functions as determined by the Secretary of Education.

This position is classified as an Education Medicaid Specialist by the Department of Human Resources.

Environmental Factors

Duties are generally performed in a standard office setting but there will be significant travel required for which private means of transportation must be available. Some work may be required outside of regular work hours. In dealing with a wide variety of people and groups, diverse and strongly held opinions may be encountered.

Minimum Qualifications

Two (2) or more years of full-time college coursework in business, accounting, education, human services administration, or related field.
OR
Three (3) or more years of experience in accounting, healthcare, billing, business administration, or related field.

Preferred Qualifications

Experience with Medicaid or insurance billing.
