This
Opportunity:
The
Senior Manager, Procurement & Compliance serves as a procurement expert for
the company's USAID projects to ensure that procurement operations effectively
and efficiently bring excellent service, product security, and low cost and/or
best value to the countries and clients that we serve. The Senior Manager is
expected to provide thought leadership and strategic direction on international
procurement and supply chain best practices.
Location
and Compensation:
The
position is based in Palladium's
Washington D.C. office.
For
our prospective employees in the United States, please note that the full-time
equivalent annual base salary for this position is expected to range from $102,000
- $154,000, and successful candidates may also be eligible for additional,
variable incentive compensation dependent on the role. For part-time employees,
the salary will be prorated based on the actual number of hours worked.

including but not limited to your qualifications, education, experience,
skills, seniority, performance, and Palladium's business or organizational

Reporting
Lines:
This role reports into the Director, Contracts & Compliance.
Primary
Roles and Responsibilities:
The
Senior Manager, Procurement and Compliance oversees procurement of goods and
services for Americas contract portfolio. This position has oversight of all procurement
processes to ensure integrity, fairness, and transparency in procurement
processes, as well as adherence to policies, procedures, and controls. The
position will procure across a variety of industry sectors and engage in
contract management, dispute resolution, and relationship and vendor
management.
The
Senior Manager:
- Serves
as a senior level expert in procurement and subcontract management for the
Americas portfolio of projects.
- Oversees
procurement of goods and services, ensuring consistency with the company, USAID,
and project policies and procedures.
- Ensures
integrity, fairness, and openness of project's procurements processes.
- Conducts
periodic procurement trainings to the program management teams and field
office procurement teams in conjunction with the Contracts and Compliance
team.
- Overseas
subcontract management and due diligence process for these subcontractors.
- Conducts
quality control checks on the documents required in line with company's
procurement policies.
- Ensures
procurement files are properly documented and closed upon completion of an
activity
- Conducts
or directs market research to identify and qualify potential suppliers and
vendors. Ensures that beneficial, ethical, and transparent supplier
relationships are created and maintained according to procurement
policies.
- Oversees
the solicitation of bids and quotes from vendors in adherence with
policies, approved requisitions, and procurement plans, as required.
- Oversees
determination of appropriate source selection methods in compliance with
regulations and policies and ensures all activities are conducted in
compliance with Palladium's procurement policy.
- Performs
regular spot reviews of procurement files to ensure completeness,
accuracy, and compliance.
- Assists
and collaborates in external or internal audits as necessary.
- Assists
non-procurement staff in understanding procurement protocol and completing
appropriate technical specifications, requisitions, cost estimates, and
statements of work.
- Advises
grants team on procurement under grants at the designing stage of RFAs and
RFPs.
- Any
other duties as assigned by the Director of Contracts and Compliance
Essential
Criteria:
- Demonstrated experience managing USAID-funded procurement under contracts and cooperative agreements
- Demonstrated
knowledge of federal contracting and procurement laws, regulations,
policies, and procedures
- Ability
to solve problems, prioritize, quickly understand regional/country context
and local sensitivities, and negotiate effectively combining logic and
reason with interpersonal sensitivity
- Ability
to interpret regulations and provide clear guidance
- Prior experience delivering field procurement trainings to staff
- Strong
verbal and written communication skills
- Embraces
collaboration and organizational change
- Displays
integrity in the workplace always; demonstrates respectful communication,
both verbal and non-verbal
