The Manager of Business/Finance job provides leadership of Financial Operations by effective management of resources, both human, capital and material, analysis and business management including work/oversight in any combination of the following: business and decision analytics, financial planning and management, budget, procurement, general business operations, facilities management, staff supervision, performance improvement initiatives, and/or information technology coordination in collaboration with administration, nursing, clinical operations, support, and/or medical staff. This role explores and leads identifying issues related to existing programs and recommending effective, timely solutions. Ensures compliance with applicable governmental rules and regulations are met and followed by staff. This role also provides an interface between operating units and centralized accounting functions.

Experience REQUIRED:
Minimum of five (5) years in finance or accounting with one (1) year of experience in a healthcare environment
Minimum of five (5) years of experience with spreadsheets, databases, and report-writing software
Experience in data/information analysis Previous experience with compensation, payroll, contracts, business administration, process improvement, data analytics, revenue cycle and/or regulation compliance Previous experience with contract negotiations

Experience PREFERRED:
Seven (7) years in finance or accounting with three (3) years of management experience
Three (3) years in a healthcare environment, preferably an academic medical center or physician practice
Project management experience Previous experience using an Electronic Health Record (EHR)

Education/training REQUIRED:
Bachelor's Degree in Business, Finance, Accounting, or other job-related field from an accredited program to include coursework in operations management, financial management, and cost accounting

Education/training PREFERRED:
Master's Degree in Business, Finance, Accounting, Health Administration or other job-related field from an accredited program

CPA, CMA, CHFP or FHFMA preferred

Independent action(s) required:
Independently develop and produce financial reports for VCUHS leadership based on collaboration with IT, Finance, Decision Support and other departments; participate with senior administration and the medical staff in the development of program expansions and new venture proposals.

Supervisory responsibilities (if applicable):
Management of assigned staff that provide financial analyses and reports to support department operations and staff that supports the development of the annual operating/capital budget, ongoing projects and monthly financial reports.

Additional position requirements:
May require working early/late hours or weekends, depending on the needs of the office and senior leadership.
May require infrequent day or overnight travel.

JOB PROFILE SUMMARY

The Transplant Financial Manager is an integral member of the Transplant Administration Department at the Hume-Lee Transplant Center and is responsible for all aspects of transplant finance including billing practices and related workflows, revenue cycle, electronic medical records systems, Medicare Cost Reporting, as well as the direct management and supervision of a team of Transplant Financial Coordinators and Charge Reviewers.

The Transplant Financial Manager manifests a high level of expertise in the financial coordination of transplant patients and is responsible for providing direction and education to Transplant Financial Coordinators and Charge Reviewers.

The Transplant Financial Manager will also collaborate with other members of the solid organ transplant/VAD/TPIAT team, managed care, payers, administration, billing, financial and clinical personnel at Hume-Lee and the VCU Health System.

The Transplant Financial Manager reports to and works closely with the Director of Transplant Business Operations on all matters related to transplant finance.

RESPONSIBILITIES

Performance Expectation: Leadership and Team Management

  • Serves as a manager and functional leader for an assigned group of Transplant Financial Coordinators and Charge Reviewers.
  • Mentors and leads team in the delivery of financial care to the transplant patient population.
  • Evaluates the performance of Transplant Financial Coordinators and Charge Reviewers, offering feedback and input.
  • Serves as back-up supervisor to the Director of Transplant Business Operations on an as-needed basis.
  • Collaborates with leadership to deliver educational support to staff.
  • Provides orientation of transplant financial services to health system staff and assists in teaching health system staff in the financial management of the transplant patient.
  • Serves as a role model and demonstrates financial leadership abilities.
  • Functions competently in preceptorship in financial transplantation services to orient or precept others into the Transplant Financial Coordinator role and Charge Reviewer role including ability to work with transplant team, billing team, managed care team as well as have a complete understanding of contracts and payer systems.
  • Consistently uses coordinator/patient relationship to positively affect the transplant experience and promotes adaptation to changing financial circumstances.
  • Values the patient/family right to receive quality cost effective care and facilitates this process.
  • Represents the program at national meetings, local support groups, insurance meetings, etc.

Performance Expectation: Transplant Finance Expertise

  • Demonstrates transplant finance expertise in the coordination of patient financial care across the continuum of patient services: pre-transplant, admission, post-transplant, and other transplant-related services.
  • Is a knowledge expert in transplant billing and advises on practices to ensure organization is receiving appropriate reimbursement for services provided.
  • Demonstrates expertise with work queues, workflows, and other routes of financial information through the electronic medical record.
  • Manages transplant revenue cycle and Epic builds to support the program
  • Acts as the team expert in the Hume-Lee Transplant Center for internal and external groups regarding all aspects of transplant financial operations.
  • Challenges and adapts systems to maximize the benefits of patient care.
  • Demonstrates advanced skills in financial assessment, management of patients' financial cases, and contract interpretation.
  • Recommends goals and interventions for financial management based on information on hand and known options.
  • Seeks out opportunities for professional growth through organizational affiliations and certification in specialty area certified in transplantations.
  • Demonstrates understanding of ethics of transplantation and organ donation within bylaws of UNOS and OPO.
  • Participates in departmental/specialty educational endeavors-transplant core, transplant symposium.
  • Recommends necessary changes to drive improvement or maintain compliance with requirements.

Performance Expectation: Consultation and Collaboration

  • Functions as a consultant in the multi-disciplinary team.
  • Serves as a resource to staff regarding routine and unusual financial interventions.
  • Promotes teamwork through effective communication and feedback to team members.
  • Recognizes team as integral to individual effectiveness and quality patient outcomes.
  • Collaborates in development, implementation, communication, and monitoring of the multidisciplinary/interdisciplinary financial plan of care for complex patients.
  • Structures multidisciplinary systems to facilitate these processes.
  • Collaborates to promote awareness, understanding in patients, families, staff, and community.
  • Networks with payers and community resources to ensure quality outcomes.
  • Collaborates with Transplant Team on weekly basis to review pre- and post- transplant patients.
  • Identifies weekly those patients in unique or outstanding financial situations and monitors for effective resolution.
  • Collaborates with clinicians and decision support team to improve financial decision-making.

Performance Expectation: Policies & Procedures

  • Reviews, revises, maintains, and implements the policies and procedures performed/followed by the Transplant Financial Coordinator and Charge Reviewer team.
  • Researches and maintains all third-party payer policies and updates relating to billing and reimbursement.
  • Maintains knowledge and understanding of all regulatory requirements for transplant/VAD/TPIAT services with CMS, UNOS, and all other regulatory-related transplant bodies; federal and state guidelines related to organ transplantation/VAD/TPIAT; CMS Conditions of Participation as related to organ transplantation/VAD/TPIAT

Performance Expectation: Corporate Compliance

  • Ensures Service Line/Department compliance with all local, state, and federal laws and regulations and VCUHS policies and procedures.
  • Investigates and resolves any compliance issues and provides training/education to mitigate further incidence. Participates in all regulatory preparation and reviews.
  • Builds and manages process to ensure program is compliant with Medicare Cost Reporting.
