Under the general direction of the Director, oversees the daily operations of the Public Safety and Parking programs, which includes but is not limited to: schedules, plans, implementation of staff assignments, and the training and development of departmental staff; hiring, evaluating performance of staff, and providing input to help complete personnel merit reviews; participates in Mass Eye & Ear committee activities and meetings as requested (including but not limited to Environment of Care Committee and Patient Conduct Review Committee); development, implementation, and maintenance of departmental Quality Assurance Program; monitors the performance and accountability of departmental employees; monitors and evaluates all records, reports, investigations, and statistics. Maintains day to day valet operations, parking budget and planning initiatives, traffic control and patient liaison activities. Monitors the valet and front lobby areas and greets/assists patients as needed. Evaluates all contracts, records, reports, and statistics regarding parking program as directed. This includes daily supervision of the Townepark staff and their duties. Manages the employee parking program including, but not limited to, approving parking requests, providing parking access, liaison with parking sites and running parking audits.
Also serves as the liaison of Support Services for the Suburban Centers. This includes but is not limited to: Safety inspections at Suburban Centers, initial triage of issues, coordinating work to be completed at the Centers, training staff regarding MEE policies and procedures, contract review of offsite locations, timely follow up on any issues, and communicating back to the Director any needs or concerns.
Abides by the approved departmental and Infirmary policies and procedures. Provides daily supervision of the Public Safety Officers and their duties in conjunction with the Public Safety Leads.

1. Perform regular Safety inspections of all facilities and investigate all safety related incidents to inform the Director of all follow-up related actions and outcomes.

2. Oversee and aid in the coordination of monthly in-service training as well as annual training requirements for new and current employees (ex. AVADE, First Responder, etc).

3. Monitor effectiveness of staff customer service skills and performance.

4. Assist the Director in supervising investigative follow-up to reported incidents. Track incident data, action taken and resolutions to identify potential patterns, corrective measures and improvement opportunities.

5. Assist the Director with ensuring that all Public Safety schedules and directives are maintained on all shifts by regular tours, spot checks and examination of all records.

6. Oversee daily operations by checking staff assignments, resolving issues as needed, and coordinating all supervisory assignments with the Director.

7. Manage the daily use of all operations equipment including the Security Expert database which will authorize and modify card access and access door and alarm points, digital video surveillance and Avigilon camera systems, portable cell-phone, Guardone Round Wands and System, portable radios and base station, and paging units.

8. Maintain updated information regarding databases to ensure accuracy of necessary information. This includes the Key System, ID badge replacements, Parking program, and other electronic databases etc.

9. Assist in the interview, hire, and training of all new employees.

10. Assist in Environment of Care rounds and Environment of Care Committee. Scheduling, follow-ups, and rounding procedures.

11. Assist with development of departmental policies and procedures, documentation requirements and retention, regulatory compliance programs and Joint Commission preparation. Report non-compliance activity to Director and execute corrective action as necessary.

12. Assists with safety planning for staff and patients, is a member of the Patient Conduct Review Committee and Workplace Violence Committee.

13. Assist the Director with investigating reported incidents by interviewing persons to write management summaries for court cases, legal matters, and other departmental business. Supervise and assist in investigative follow-up to reported incidents regarding parking/Suburban Centers. Track incident data, action taken, and resolutions to identify potential patterns. Establishes corrective measures and improvement opportunities.

14. Must be willing to adapt schedule to cover shifts when necessary.

15. Assist Director in preparing for Emergency Management drills, exercises, trainings, and critiques.

16. Maintain Public Safety equipment and updates inventory as needed, including purchasing/requisition of equipment and supplies.

17. Assist Director in Environment of Care Rounds, Environment of Care Committee, and provide follow-ups.

18. Oversee the Public Safety and Parking Department under the purview of the Director.

19. Act as a liaison for the patients and employees utilizing the MEE parking program

20. Manages the employee parking program including, but not limited to, approving parking requests, providing parking access, liaison with parking sites and running parking audits.

21. Monitor effectiveness of valet staff, management, and evaluate customer service skills and performance. Makes recommendations as needed.

22. Assists with development of departmental policies and procedures, documentation requirements and retention, regulatory compliance programs and Joint Commission preparation as needed. Report non-compliance activity to Director and execute corrective action as necessary.

23. Maintains working relationships with contract service providers such as locksmiths, parking and valet contractors, equipment installation and repair, and software engineers.

24. Maintains on-call status 24 hours per day and seven days per week to ensure continuous staff coverage and emergency response needs. Will respond to Mass Eye and Ear and/or Suburban Centers within reasonable time as necessary to comply with above responsibility.

25. Assists with the planning and coordination of VIP patient visits.

26. Assists the Director administratively as necessary.

EDUCATION AND EXPERIENCE:

Bachelors Degree in Criminal Justice, Business Administration or equivalent preferred. Three (3) years of supervisory experience in Health Care Safety and/or Security preferred. Knowledge of Boston Fire Codes, Joint Commission, Public Health and OSHA procedures and enforcement codes, Commonwealth of Massachusetts Criminal Laws, codes and procedures preferred. A valid Massachusetts Class III driver's license.

WORKING CONDITIONS:

Will be required to perform numerous patrol functions inside and outside buildings and properties. Will intervene during life threatening situations to restore order and protect lives. Will enter into hazardous areas to check for safety related issues, and possibly rescue personnel. Due to hazardous work environment and risk present in this position, incumbent must adhere to all departmental and regulatory standards set for hazard/safety precautions in order to minimize risk and exposure. Recognizes hazards and uses personal protection devices and actions to protect self and others from hazardous conditions, e.g., noise, electricity, steam, respiratory hazards, fire, hot and cold environments. May participate in stress producing emergency response situations.

PHYSICAL REQUIREMENTS:

Must be physically able to qualify for medical clearance by a physician to use a respirator and assist with emergency spill responses. Performs lifting and pushing (5 to 45 pounds). Reaches above shoulders and uses fingers of both hands. Walking /standing for parts of the workday. Occasional bending, stooping, crawling and kneeling. Responds to situations, which require rapid simultaneous mental and muscular coordination. Works in area where there are chemicals, which are inherent to the building systems. Exposed to local exterior climate extremes with additional wind speed.
