Program Management and Budget Advisor- Program Analyst III

This position requires an active Secret clearance. A demonstrated professional-level proficiency in Spanish and/or Portuguese language.

The employee will support the Deputy Director for Office of Policy Planning and Coordination, Strategy and Resources Unit in the Bureau of Western Hemisphere Affairs with expert program planning, execution, and monitoring; communicate program objectives and policies; oversee training needs; monitor foreign assistance performance; coordinate policy issues; and track and coordinate foreign assistance grants. The employee also serves as the Gender Grants Action Officer on behalf of the PPC Deputy Director and assists with required reports related to gender programming; this includes drafting and submitting reports, coordinating with the program and policy teams within WHA/PPC and across the Bureau and the interagency on gender programming.

Compensation & Benefits:

Estimated Starting Salary Range for Program Management and Budget Advisor- Program Analyst III: $106,156.17

Pay commensurate with experience.

Program Management and Budget Advisor- Program Analyst III Responsibilities Include:

Expert Program Planning, Execution, and Monitoring



  • Support the identification and resolution of programming issues, communicating them to WHA for comprehensive resolution.
  • Maintain knowledge of federal and State Department-specific regulations, providing expert support in program analysis, planning, policy development, operations, and related areas.
  • Provide briefings on meetings, briefings, and program statuses to senior officials.
  • Assist with grant coordination within PPC, ensuring foreign policy alignment with WHA's Office of Public Diplomacy Affairs.
  • Provide support to WHA/PPC Grants Officer Representatives for multiple Bureau-related, foreign assistance-funder awards.
  • Offer expert assistance in program planning and design, review implementer reports, and recommend corrective actions to ensure awards are properly managed.
  • Draft solicitations and evaluate proposals, working with Grant Officers to ensure analyses, and participate in panels for small grant programs.
  • Analyze and present WHA-specific program and budget proposals to State Department grant panels.
  • Monitor implementer compliance with U.S. government standards and report on success indicators.
  • Communicate WHA/PPC/SRU's foreign assistance grants program objectives and policies to other offices involved in programming foreign assistance funds.
  • Coordinate with allies, partners, private sector, universities, and civil society to meet collaboration goals.
  • Conduct and coordinate briefings on grant program design, solicitation, and performance management for WHA officers and staff.
  • Design and implement WHA-specific training on program design, solicitation, and performance management for WHA officers and staff.
  • Develop and maintain outreach materials for training and representation purposes.
  • Represent WHA's program objectives to State Department and USG offices, liaising with WHA offices, interagency offices, and WHA posts involved in program administration and funding acquisition.
  • Communicate WHA/PPC/SRU's foreign assistance grants program objectives and policies to other offices involved in programming foreign assistance funds.
  • Coordinate with allies, partners, private sector, universities, and civil society to meet collaboration goals.
  • Provide oversight and technical assistance for grants managed overseas.
  • Independently conduct site visits, performance audits, and financial reviews of assistance programs.
  • Conduct analyses and coordinate policy issues associated with USG assistance programs, particularly for Central America.
  • Serve as WHA/PPC/SRU's principal liaison with the Office of Global Women's Issues and USAID's Office of Strategy and programs on gender programming.
  • Provide regular briefings, status reviews, and advice to other WHA/PPC staff and senior WHA personnel on foreign assistance issues, and regional and bilateral initiatives concerning gender programming.
  • Assist grant managers at embassies and accurately represent Department foreign policies, budgetary constraints, and grant/award requirements to stakeholders, staying abreast of gender issues pertinent to policy.
  • Ensure effective execution of budget and program requirements, assessing activities to determine funding needs.
  • Make budget planning recommendations to WHA and Grants Officers.
  • Recommend budget allocations to WHA leadership.
  • Provide feedback on foreign assistance availability and limitations.
  • Manage the clearance and routing process of CNs, tracking Congressional holds on foreign assistance.
  • Coordinate, draft, and submit Congressionally-required spend plans and reports.
  • Performs other job-related duties as assigned


Program Management and Budget Advisor- Program Analyst III Experience, Education, Skills, Abilities requested:



  • Bachelor's Degree combined with additional training or certifications in, and/or five years experience in international politics/foreign policy, research & evaluation, social science, or other related fields. OR Master's Degree in international politics/foreign policy, research & evaluation, social science, or other related fields. Required
  • Requires Active SECRET Security Clearance
  • A demonstrated professional-level proficiency in Spanish and/or Portuguese language. Required
  • Ability to communicate in English effectively both orally and in writing to formulate and provide presentations and recommendations. Required
  • At least 3 years' experience and background in WHA-managed foreign assistance project administration and/or oversight. Required
  • Education and/or equivalent experience in Latin America issues. required
  • At least 1-2 years' experience assisting in the planning of conferences, events, grants management trainings, or presentations for senior officials.
  • At least 1-2 years' experience demonstrated on-the-job experience with budget planning and execution and collating quantitative and qualitative data.
  • Experience in public outreach campaigns and training to diverse audiences. preferred
  • Knowledge of State Department and federal grants management. Required
  • Understanding of Congressional appropriations, budget allocation, and Notification procedures. Preferred
  • Strong organizational, communication, interpersonal, and computer skills.
  • Must pass pre-employment qualifications of Cherokee Federal
