THE POSITION

DESCRIPTION OF WORK

This Fiscal Management Specialist 3 position works in the Division of Fiscal Management within the Bureau of Administration and is responsible for preparing the department's state budget and rebudget documents in addition to managing assigned state appropriations. You will supervise two Fiscal Management Specialist 2s as well as perform a variety of highly complex professional analytical. Work includes preparing weekly expenditure reports; fund analysis; budget, expenditure, and revenue adjustments; spending plans; salary projections; complement adjustments; Program Revision Requests; and responses to Governmental Accounting Standards Board (GASB) Statement requests. You will also manage State Fiscal Year End Closing process including preparation of waiver requests, research and respond to audits for findings, update quarterly corrective action plan status reports, review and approve prenotes and general invoices, and review quarterly salary adjustments, travel codes document, and fiscal correspondence. Our team will also rely on your input to develop Memorandum of Understandings (MOUs), Notification of Subgrants (NOS), and NOS amendments.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time, reporting to the office one day per month and for special events. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
