Overview

The Human Resources Specialist is responsible for performing support duties for the employment and hiring process. In approaching areas of responsibility, employee must be able to independently evaluate most appropriate course of action and to determine best option. Duties will vary depending on process but will involve serving as the intermediary with employees, managers, and outside individuals to provide interpretation and advise on policy/procedural information, and performs routine problem resolution or referral on matters pertaining to employment and hiring process. Reviews, processes, and routes a wide range of incoming human resources documentation. Updates HRIS and other systems as required.

This position is located in Albuquerque, NM.



Qualifications

    High School Diploma or GED

Preferred Experience:

  • 6 months previous experience as an HR Specialist in pre-boarding - such as E-Verify, I-9 documents, etc.
  • Excellent Customer Experience skills - this is critical for the New Hire Experience
  • Experience with an HRIS system for recruitment and onboarding - preferably Workday
  • Independent judgement
  • Fast paced and computer intensive environment
  • Requires detail orientation and accuracy, responsible for audits and verification of records
  • Expert in pre-boarding and hiring practices
  • Works well with others - open office style workspace - noise

This position is currently located at Northside on Harper and will be moving to the Cooper Center on San Mateo.



Responsibilities

  • Exercise independent judgement in a remote location in order to ensure business objective, alignment to policy and procedural requirements, compliance, and timely onboarding of new hires.
  • Must operate with sound discretion at all times.
  • Designated PHS Fingerprint Representative for compliance with the NM DOH regarding New Mexico Caregivers Criminal History Screening Program.
  • Independent assessment of each new hire or transfer processed for fingerprints against National Sex Offender and Abuse Registries.
  • Responsible for monthly audits in order to remain compliant with the NM DOH regarding New Mexico Caregivers Criminal History Screening Program.
  • Reconciling NM DOH fingerprints monthly invoice against determined hires.
  • Compliance with E-Verification and I-9 processing.
  • Monitoring Immigration requirements regarding Immigration and Naturalization requirements with work authorizations and H1B.
  • Advising management on best practice on hiring process.
  • Responsible for all new hire transactions in human resources information system.
  • Final determination on moving new hire to completion based on meeting all pre-employment requirements.
  • Develops training materials and implements training for new hires in order to remain compliance with governmental and PHS requirements.
  • Prepares and conducts First Day presentation providing consultation and expert advice to new hires.
