Senior Collection Requirements Manager

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance with the ability to obtain a Counterintelligence polygraph to be considered.

The Senior Collection Requirements Manager supports the various intelligence disciplines (SIGINT, HUMINT, GEOINT, MASINT, OSINT, as well as multi-INT capability) which in turn supports analytical information needs in support the Joint Staff (JS) / J26 and Deputy Directorate for Collection Requirement Management (CRM) missions to provide Secretary of Defense (SECDEF), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders (CCMDs), Department of Defense (DoD) Components, Services, and the JS with national-level military intelligence products, intelligence requirements and future capability development analysis.

Senior Collection Requirements Manager Responsibilities Include:

  • Responsible for the Collection Requirements Management (CRM) in a Multi-INT environment in accordance with the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle which supports tactical to strategic analytical information requirements.

  • Includes researching, validating, and submitting Multi-INT Collection Requirements, as well as the creation of Collection Strategies and monitoring the production satisfaction of all Multi-INT requirements as needed by the supported command or agency.

  • Responsible for collaborating with the DoD and other U.S. intelligence organizations on the collection, exploitation, production of DIA Collection Requirements and supporting reports and products.

  • Implement current processes to provide comprehensive Multi-INT collect support

  • Maintain currency and expertise in the applications, methods, products, and tasking flow of all intelligence disciplines.

  • Create collection strategies and monitor the production satisfaction of all requirements as needed by the supported command or agency.

  • Assist analysts and leaders in producing Key Intelligence Questions (KIQs)/Essential Elements of Information (EEIs) to answer gaps.

  • Performs other job-related duties as assigned.

Senior Collection Requirements Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's or Master's highly desired.

  • 15+ years of related experience working within the Intelligence Community or military intelligence experience with a significant amount of experience being in collection requirement management.

  • Possess All Source Analysis experience with in-depth knowledge of two or more of the following intelligence disciplines: SIGINT, GEOINT, MASINT, HUMINT, and OSINT.

  • Experience in national or theater-level Collection Requirements Management processes.

  • Prior Multi-INT Collection Requirements Management (CRM) experience.

  • Experience with SIGINT and HUMINT highly preferred.

  • Experience working with Department of Defense, Combatant Commands, or military/Joint Staff and program offices.

  • Experience in military and knowledge of the Intelligence Cycle.

  • Experience in operations, tasking, or other collection activities.

  • Certified as a Collection Management Professional (CCMP).

  • Proficient in performing capability requirements analysis and preparing products daily

  • Proficient in staff writing, multi-level coordinating, and publishing reports and assessments related to data and artificial intelligence capability requirements development at the executive level

  • Proficient at using Windows based desktop computers and MS Professional Suite of applications, specifically, Excel, Word, PowerPoint, and SharePoint

  • Proficient in the following tasking systems/applications of various collection disciplines:

    • Collection Requirements Analysis Tool for the Enterprise (CRATE)

    • Multi-domain Administrative Graphical Interface for CDIR (MAGIC)

    • Counterintelligence and HUMINT Requirements Reporting and Operations Management Environment (CHROME)

    • Open-Source Collection Acquisition Requirement-Management System (OSCAR-MS)

    • National MASINT Requirements System (NMRS)

    • National SIGINT Requirements Process (NSRP)

    • GEOINT Information Management Services (GIMS)

    • Records Management Traffic (RMT)

    • Analyst Notebook

    • Intelligence, Surveillance, and Reconnaissance Operations Course (IROC)

    • Overhead Collection Management Center (OCMC) Boot Camp

    • USCENTCOM Collection Managers Course

    • MASINT Collection Managers Course

    • HUMINT and CI Collection Requirements Management

    • OSCAR-MS Collection Requirement Writing Course

  • Must have a valid US passport.

  • TS/SCI Security Clearance, with CI Poly preferred.

  • U.S. Citizenship or Permanent Resident status required.

  • Must pass pre-employment qualifications of Cherokee Federal.
