Job Announcement

The Eviction Prevention and Intervention (EPI) program of the Fairfax County Department of Neighborhood and Community Services supports access to affordable housing and housing stability through community outreach, project support, technical assistance, case management, and landlord outreach and engagement.

This position leads this team, and fosters communication, collaboration, and coordination among multi-sector partners to address housing challenges in Fairfax County. Ensures that neighborhoods promote upward mobility, household stability, and access to social and economic opportunities. Builds community capacity, provides technical assistance, and offers leadership development to nonprofit organizations and community leaders to expand housing stability efforts. This role creates a collaborative framework to address the root causes of housing insecurity and instability by building strategic partnerships, advocating together for policy change, and developing innovative prevention-focused interventions. Collects and analyzes eviction trends, causes, and outcomes to drive systemic change and inform targeted interventions that support vulnerable populations. Works alongside cross-sector partners using a collective impact approach to develop long-term, sustainable solutions for eviction prevention, housing stabilization, legal support, and economic mobility. As subject matter expert, provides thought leadership, coordinates systems thinking, and integrates cutting-edge housing stability models into program development. Will work with the Coordinated Services Planning program, multiple county agencies, the courts, and community providers to ensure Fairfax County residents are linked to available resources efficiently and effectively. Additionally, oversees, develops, summarizes, and maintains all administrative and fiscal records. Will also create and implement program policies and procedures compliant with all federal, state, and local funding sources. Also supervises staff within the EPI program and performs related duties as assigned.

This position also will support the implementation of Fairfax County's One Fairfax policy, which is committed to inclusion of diverse ideas and perspectives in management practices, transparency in decision-making processes, and a focus on addressing disparities through affordable housing and housing stability.

Note: The assigned functional areas include affordable/subsidized/fair housing, human services, and/or public administration.


Illustrative Duties

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.


Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

PREFERRED QUALIFICATIONS:
  • Four years of demonstrated experience supporting residents and other stakeholders regarding affordable housing, benefits programs, and/or emergency financial support programs.
  • Demonstrated ability to function independently, make informed decisions, and meet multiple deadlines in a fast-paced environment.
  • Experience with and knowledge of federal, state and local laws governing subsidized housing programs and public assistance programs.
  • Experience in the field of choice vouchers, tax credits, real estate, homeownership, relocation, or property management.
  • Experience with and knowledge of ADA and Fair Housing regulations.
  • Experience developing strategic direction and providing oversight of cross-system strategic planning, data analysis, and evaluation efforts.
  • Ability to develop, interpret, and apply complex policies and procedures in the planning, implementation, and management of housing stability projects.
  • Experience presenting analysis and updates to leadership and policy makers.
  • Experience coordinating and collaborating with non-profit, faith, business, and/or community-based organizations.
  • Clear and concise oral and written communication skills.
  • Excellent organizational and interpersonal skills.
  • Experience using systems and databases, including but not limited to Microsoft Office Suite (Outlook, Word, Excel, Publisher, and PowerPoint).
  • Supervisory experience managing a diverse, high-performing, motivated staff.
  • Certification in one or more of the following topics: Housing Quality Standards (HQS), Section 504, Fair Housing, or other related housing stability certifications.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
