Major Duties

Classification: Exempt, Non-Bargaining

The Payroll Manager will play a pivotal role in overseeing and managing all aspects of payroll operations for a company with over 2,500 employees. The position requires expertise in various payroll functions, including but not limited to financial operations, knowledge of labor laws, Department of Labor (DOL) regulations, payroll tax regulations, timecard management, union contract processing, and garnishment administration. This is a hybrid role based in our Conroe/The Woodlands office.

Responsibilities

  • Supervise and execute the payroll process for 2,500+ employees, ensuring accuracy and compliance with legal, company, and union contract policies.
  • Ensure timely and accurate processing of payroll, including regular and special compensation, bonuses, and other incentives.
  • Oversee the collection and verification of timecards, ensuring accurate recording of hours worked and adherence to company and union policies.
  • Handle various deductions such as union dues, garnishments, and other payroll-related withholdings.
  • Provide leadership and guidance to the payroll team, ensuring adherence to best practices and company policies.
  • Stay current on federal, state, and local payroll and payroll tax regulations to ensure ongoing compliance.
  • Collaborate regularly with Human Resources, Legal, and Finance teams to ensure seamless operations.
  • Demonstrate the ability to think creatively and implement innovative solutions to improve payroll processes.
  • Maintain a proven track record of streamlining complex workflows, implementing automation tools, and introducing best practices that enhance accuracy, efficiency, and compliance.
  • Identify opportunities for continuous improvement and drive change while ensuring seamless payroll delivery and employee satisfaction.
Qualifications

  • Bachelor's degree in Accounting, Business Administration, Human Resources, or a related field is required, with a minimum of six (6) years of related experience, including at least three (3) years in a managerial role.
  • Extensive knowledge of payroll functions, including preparation, balancing, internal controls, and payroll tax compliance.
  • Experience managing union payroll, including dues processing and navigating union-specific payroll complexities.
  • Excellent organizational skills and strong attention to detail.
  • Strong analytical and problem-solving abilities.
  • Proven supervisory and leadership capabilities.
  • Experience with PeopleSoft HRMS or similar enterprise payroll systems.

Salary

Pay range (commensurate with skills and experience): $69,323 - $105,074
