Summary

The Proposal Chief Engineer is part of a small team of senior training development experts responsible for the design of complete end-to-end solutions for training systems used by defense forces and military organizations around the world. This design leverages CAE's core simulation technologies along with best-in-class learning methodologies and tools.

The ISL ensures that the comprehensive integrated training solution delivers state-of-the-art, cost-effective training that is optimized to meet customer requirements throughout the entire life cycle of the training program. These solutions integrate the full-spectrum of the training continuum, from academic and simulation-based synthetic training up to a full live-virtual-constructive (LVC) environment that can support complex, immersive, mission rehearsal scenarios.

Leads efforts to analyze, design, and evaluate program training deliverables in accordance with Department of Defense (DoD) MIL-HDBK 29612, DoD Guidance, and applicable U.S. Naval Education and Training (NAVEDTRA) directives. Analyzes and designs integrated training solutions for Combat Aviation and Joint All Domain Command and Control (JADC2) programs with Subject Matter Expert (SME) input based on customer stated and derived training requirements. Develops Job/Duty Task Lists, Objective Hierarchies, Media Analyses, and Syllabi in collaboration with SMEs for U.S.

Department of Defense customers. Validates training task traceability between program requirements, tasks and associated learning objectives, and syllabus training events. Conducts ongoing evaluation of the effectiveness and efficiency of active training systems with targeted recommendations to continually improve program performance.

Essential Duties and Responsibilities

  • Analyze and design training system requirements as well as evaluate training system effectiveness for new and existing training programs

  • Analyze mission, job tasks, training tasks, learning objective and objective hierarchy, training method and media, and course syllabi requirements as well as gaps or inefficiencies within existing training systems

  • Develop/update Master Tasks Lists (MTLs), Master Training Tasks Lists (MTTL), learning objective hierarchies, training method and media reports, and course syllabi

  • Develop and deliver formal Training System Requirements Analysis (TSRA), Front-end Analysis (FEA), Training Needs Analysis (TNA), and training gap analysis reports to customers

  • Develop and review proposal and program learning materials, including but not limited to: selection of appropriate instructional methods, development of instructionally sound course objectives, design and development of realistic scenarios and case studies, and design and development of valid assessment tools

  • Attend ISL-related customer interface meetings and generate any necessary materials or slides for required presentations

  • Coordinate with management to prioritize business and program needs

  • Leverage company technologies, standard products and sub-contractor capabilities in the design of a cohesive and optimal integrated training solution that align with program requirements

  • Identify potential execution and deliverable issues, concerns and risks associated to the overall training solution design, deployment and delivery phases

  • Interface with customers and end-users to present and review integrated training solutions

  • Identify training data source inputs needed to evaluate training system effectiveness

  • Ensure all requirements in proposal submissions are compliant with customer specifications

  • Ensure traceability is maintained on all baseline and changed documentation on active training programs starting with contract startup and continuing to the end of the contract

  • Develop and maintain data visualization using application like Cameo, DOMO, Power BI, and Microsoft Azure

  • Identify, analyze, and interpret trends or patterns in complex data sets

  • Generate technical reports describing prevailing trends within and between training programs with targeted recommendations to continually improve training

  • Accomplish work in accordance with company policies, processes, procedures, and work instructions

  • Develop, prioritize, and meet deliverable budget, schedule, and scope milestones

  • Conducts peer reviews to verify production in accordance with established quality standards

  • Employ industry standard software and format technical documents to a specific standard

  • Other duties as assigned

Qualifications and Education Requirements

  • Bachelor's in Aerospace Engineering, Learning Sciences or Education/Instructional Systems Design or related field and 8 years of experience in field or a combination of education and related experience.

  • Minimum of (8) eight years professional experience in systematic approaches to aircrew training analysis, design, development, and/or operationalization for U.S. Navy

  • Experience conducting data analytics measuring training system effectiveness

  • Proficient in Microsoft Office Suite of applications, including developing macros and applying formulae for Microsoft Excel

  • Ability to quickly learn, understand and breakdown complex, high-tech systems

  • Ability to prioritize work requirements with minimal supervision

  • Results-oriented approach to performing work

  • Strong organizational skills and business acumen

  • Must be a U.S. citizen

Communication Skills

  • Must demonstrate excellent written communication (including technical writing), verbal communication (including presentations), and interpersonal skills.

  • Must demonstrate excellent decision-making skills

Mathematical Skills

  • Must be able to interpret and analyze data and statistics and to apply concepts of basic calculations

Reasoning Ability

  • Must be able to define problems, collect data, establish facts, and draw valid conclusions

  • Must be able to identify and differentiate between Type I and Type II statistical errors

  • Must demonstrate the ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication

  • Must demonstrate the ability to apply principles of logical, scientific thinking to a wide range of intellectual and practical problems

  • Must be able to calculate figures and amounts, identify positive/negative trends and correlation coefficients, determine statistical significance, and to model and interpret graphical data sets

Preferred Skills

  • Prior naval aviation experience highly desired

  • Prior JDTA, FEA, and/or TSRA experience highly desired

  • Prior experience with Cameo Model-Based Systems Engineering (MBSE) software desired

  • Domo or Power BI data visualization software desired

  • Prior relational database experience desired

  • Prior experience developing web enabled lesson content desired

  • Prior experience with SQL, Python, or R programming languages desired
