Idaho National Laboratory is hiring a Senior Military Program Analytics Specialist to work in our Nuclear Nonproliferation department. Our team works a 10x80 schedule and is based at our DTRA Ft. Belvoir, VA location. This location is approximately 20 miles from our Arlington VA office. In this role, you will be knowledgeable of military requirements supporting major initiatives; tactical/operational documentation, military systems design or other efforts requiring military operations expertise. Analysis of proposed requirements related to operations, systems or management changes and the impacts of changes using knowledge of Agency requirements/priorities. You will confer with managers to obtain additional information or to interpret policies and procedures related to changing requirements, prepare reports and documentation related to options and to change evaluations. Additionally, there may be other work assigned by DTRA or INL management. You will report to the manager over Nuclear Nonproliferation. ***This is a Project Hire position, anticipated for 1 year*** Responsibilities Include:
- Communicate with key collaborators to determine portfolio, program, and project requirements and objectives.
- Confer with portfolio, program, and project personnel to identify and resolve problems.
- Create portfolio, program, and project status presentations for delivery to customers, sponsors, and other collaborators.
- Develop or update portfolio, program, and project plans including information such as objectives, technologies, schedules, funding, and staffing.
- Collaborate with portfolio, program, and project managers to develop, integrate, and optimize planning and programming projections.
- Collaborate with project managers, project controls analysts, planning and financial control specialists.
- Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, or cost analysis.
- Observe, receive, and otherwise obtain information from all relevant sources.
- Provide information to management, co-workers, and subordinates by telephone, in written form, e-mail, in person, or through other available communications management systems.
- Develop constructive and cooperative working relationships with others and maintain them over time.
- Gather and organize information on problems or procedures.
- Analyze information and evaluate results to choose the best solution and solve problems.
- Provide guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
- Strategize, implement, and maintain program area initiatives that adhere to organizational objectives.
- Develop the program area tools, practices, and policies along with assessment protocols for evaluation and improvement.
Qualifications
Minimum Requirements:
- Level 4: Bachelors and 9 years of experience or Masters and 6 years of relevant experience or Doctorate and 4 years of experience.
- Level 5: Bachelors and 14 or more years of experience or Masters and 8 years of relevant experience or Doctorate and 6 years of experience.
- Education in lieu of degree may be considered if there is extensive military background, uniquely applicable experience or highly specialized knowledge. Level 4 requires a High School Diploma or equivalent and 15 years' direct/relevant experience. Level 5 requires a High School Diploma or equivalent and at least 20 years' direct/relevant experience.
- This position requires the ability to obtain and maintain a Department of Energy "Q" and "SCI" clearance, which requires US Citizenship.
- Must be willing to work on-site at Ft. Belvoir, VA
Preferred Experience:
- Relevant experience includes intelligence analysis and serving as a principal author of intelligence reports for federal, state or local government consumers. Education or professional experience with computer sciences, cybersecurity for operational technology environments, or industrial control systems is highly desired.
- Applicants with a body of published analyses on cybersecurity issues or industrial control systems in critical infrastructure and/or subject-matter expertise utilizing design thinking tools and methodologies will be viewed very favorably.
Job Information:
- The pay range for this position is: Level 4 ($93,204 - $191,076) / Level 5 ($111,888 - $229,284). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
- Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
Physical Requirements While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms.
