This position is located in the Office of Acquisition Management (OAM) at SRS and serves as a Federal Acquisition Regulation (FAR) subject matter expert and Senior Contracting Support Specialist for OAM programs and activities. The Contracts Specialist III position will provide direct support to OAM contracting officers administering Savannah River Site (SRS) activities within the site's complex, Multi-billion-dollar cost-reimbursement operating and management contracts and other contracts as required. This position is responsible for providing a variety of senior contracting and administrative support as assigned and is heavily involved in the day-to-day activities of OAM. This position has the potential to be remote.
Contract Administration:
- Process Requests for Proposals, coordinating, analyzing, evaluating, and participating in negotiation of contractor's proposals for highly specialized operating and management contracts, utility and operation maintenance of DOE owned Transmission Facilities, services, and construction contract requirements for DOE-SR programs/activities.
- Prepare required documentation for legal proceedings, as required.
- Prepare post-clearance documentation after an agreement has been reached.
- Prepare price negotiation memoranda outlining the details of negotiations with contractors.
- Use effective negotiation techniques, interacting with private sector and Government experts or managers, to procure extensive services, complex systems, and equipment.
- Assist the OAM Team Lead with reviews of procurements for compliance with the governing Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulation (DEAR) and internal guidelines for CO approval.
- Support the contract specialists at all grade levels in processing acquisitions for negotiations of individual contracts to obtain services for the government at a fair and reasonable cost within acceptable time frames to include finalizing contracts for award.
- Provide input/recommendations to solve contractual issues as appropriate for acquisitions.

Contract Planning and Analysis:
- Conduct acquisition planning and determining contractual strategy to be used in the acquisition of a specific program element.
- Process, analyze, evaluate, and perform cost analyses, providing input for the competitive range determinations or making recommendations for the competitive range determination in support of the contracting officers and developing pre-negotiation positions for proposals.

SME, Leadership, and Mentoring:
- Provide Senior Contract Lead assignments - by serving as point of contact for advising and assisting the agency's COs and Directors in areas not requiring contracting officers authorization to include future procurement requirements, preparation of required procurement supporting documentation, and resolution of specific procurement problems.
- Provide Team Lead assistance by assisting the Team Leads with M&O and Site Services staff requirements (all grade levels).
- Assist with various types of contracts, methods, and procedures to acquire acquisitions from the award stage to closeout.
- Provide guidance/input to COs on necessary paths forward, based on processes used for historical contract closeouts at SRS.
- Provide mentoring and serving in the capacity of mentor to OAM staff, including instructional tasks to develop the CSs, as well as provide additional legacy knowledge to COs for use in major contracts.

Other Duties (as Directed):
- Perform other senior-level assignments as directed by DOE-SR OAM senior management, including:
- processing Contract Management Plans (CMPs) for M&O Contracts,
- preparing Risk Assessment Tools (RATs) for COs submittal to DOE Headquarters, and
- providing Contract Closeout support to COs based on processes used for historical contract closeouts at SR.

Education |
- Bachelor's degree is strongly desired.

Experience |
- 20 years or more of Federal contract specialist experience is required.

License, Cert or Registration |
- Contract certifications are desired.
