JOB ANNOUNCEMENT

Employee Assistance Program Counselor

DEPARTMENT OF Human Resources

Number of Positions: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $94,500

Under general supervision, the class coordinates the administration, development, and implementation of a specific project or program of moderate size and scope for a city department; and performs related duties as required

Positions assigned to this classification are excluded from bargaining union representation based on supervisory, managerial, or confidential authority requirements within the labor relations act.

ESSENTIAL DUTIES

* Develops and administers the City's EAP; oversees the day-to-day operations

* Develops the EAP program objectives and performance measures

* Conduct confidential assessments to determine the needs of employees seeking assistance

* Provides counseling and long-term psychotherapy to employees and ensures that the delivery of EAP services follows state and federal standards



  • Develop and implement objectives and standards for client care
  • Provides short-term counselling and support services to employees, including crisis intervention


* Provides referrals and links with outside agencies to obtain additional services needed by employees

* Performs case management services to employees, including follow-up

* Maintains program records and prepares statistical and narrative reports of program activities and accomplishments



  • Evaluates the effectiveness of the EAP through data analysis and feedback from employees, making recommendations for improvements
  • Consults with psychiatrists, physicians, clinical therapists, and other staff members to ensure cooperative treatment planning
  • Responds to crisis situations (e.g., violence in the workplace, accidents, general workplace unrest), as required


* Develops and delivers a strategic marketing plan for the City's EAP, including the creation of promotional materials (i.e., brochures, flyers, and e-mails) to market EAP services to increase the usage by employees

* Assists in the implementation of administrative policies, programs, and activities for an EAP program.

* Develops and delivers training and presentations to familiarize employees with EAP services

Additional duties may be required for this position

Location: 121 N LaSalle St. Room 1100

Days: Monday - Friday

Hours: 8:30 - 4:30

Qualifications

MINIMUM QUALIFICATIONS

Education, Training, and Experience



  • Graduation from an accredited college or university with a Master's degree in Psychology or Social Work, plus four (4) years of professional behavioral and/or mental health experience;


OR



  • Graduation from an accredited college or university with a Master's degree in Guidance and Counseling, Vocational Rehabilitation, Pastoral Counseling, Art Therapy, or Educational Psychology, plus one (1) year post-master's supervised practicum carried out in a mental health setting, as well as four (4) additional years of professional behavioral and/or mental health experience


Licensure, Certification, or Other Qualifications



  • Current license as a Licensed Clinical Social Worker (LCSW), Licensed Clinical Professional Counselor (LCPC), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Psychologist (LCP), or Licensed Practitioner of the Healing Arts (LPHA). If you hold a terminal clinical license in another state, this meets this requirement, but you must demonstrate the ability to establish the clinical license in the State of Illinois within 6 months of hire.
