Under general direction, individually contribute and supervise colleagues supporting residential mortgage channels in the validation of closed mortgage documentation; funding TPO; gathering and clearing conditions; service release delivery/funding; final docs, and administrative duties. Hire, train, mentor and manage colleagues' production to ensure delivery of file quality assurance for Associated Bank. Inspire to maintain superior customer service to our internal, external and Third-Party Originator customers. Key functional areas include supervision related to regulatory compliance; residential loan funding; pre-funding & post funding QC for Retail, Government and TPO channels. Supervise loan file audits and analyze compliance reviews on residential closed mortgage loans. Achieve and maintain quality control to meet regulatory, investor and Associated Bank guidelines. Assure collateral is clear of any exceptions and/or unacceptable liens and Associated Bank is applicable lien position (1st or 2nd) as approved by underwriting. Provide daily, monthly and YTD trending reports on file exceptions to Senior management. Required to stay current of changes in investor, regulatory and internal guidelines to ensure compliance and loan salability. Work in tandem with business line compliance, corporate compliance, risk reporting and IT/BA to write and integrate procedural and regulatory changes as needed. Provide direct manager input affecting staffing efficiency and quality control process as it relates to the Associated Bank job accountability program. Oversee and manage updates of the policies and procedures for the Residential Quality Assurance (RLQA) Department to include Retail, TPO, Government and Final Audit for the Residential Lending intranet site. Provide training on investor and government loan product requirements for loan delivery for mortgage processing teams.

Job Accountabilities:

  • Manage workload distribution, educate and oversee direct reports responsible for funding and analysis of closed mortgage and consumer loan files for proper documentation, exception reporting and clearing of exceptions on the Retail, Government, and TPO channels. Perform the duties of all levels of the RLQA Technician as needed to ensure service levels, compliance requirements and internal risk controls procedures are met. Consult with Residential Quality Assurance Manager to maintain staffing levels and production goals based on influx in volume, budgetary goals, and increase efficiencies to meet increased demands and completion. This is done using forecasting model. Oversee the proper delivery and funding of loans sold service released. Manage the imaging and scanning of documents for residential service released loans, audit files, QC files and Consumer loan files.
  • Monitor applicable changes to investor, regulatory and Associated Bank guidelines and procedures for department. Communicate to staff, retail and government lending teams to assure compliance and loan eligibility with the assistance of the Mortgage Compliance department. Evaluate all procedures on a regular basis, and track issues for quantity of occurrence. Identify changes that improve service levels to lenders/customers, reduce bank expense, improve income or eliminate potential compliance issues, and collaborate with Residential Quality Assurance Manager with recommendations. Assist in implementation of changes to include preparation of communication and/or discussions around training or system needs. Ensure that critical exceptions are tracked and reported accurately as it relates to the accountability program. Proficiency in all regulatory, investor and Associated Bank guidelines.
  • Make recommendations to direct manager regarding employment performance ratings, performance issues and termination. Participate and contribute in drafting and delivery of annual reviews. Work with team members on productivity goals, time management and work quality during one-on-one coaching sessions. Conduct work group team and department meetings regularly. Regularly coach colleagues on satisfactory communication competencies with internal and external customers; vendors and investors/agencies regarding any necessary rectifications.
  • Oversee receipt of mortgage closed loan documentation, validation and analysis to meet established service level agreements and investor delivery deadlines. Validate and report on all file exceptions for non-compliant documentation, guidelines and policies criteria for all channels. Ensure that sound and reasonable judgment is used without resulting in negative financial, regulatory and customer impact. Ensures the proper funding of TPO loans sold to Associated Bank. Reconcile accuracy of funding with finance.
  • Research, define and deliver solutions to complex and non-routine situations on closed loans, customers, TPO clients and other departments within business line. Consult with legal and compliance departments on legal issues and coordinate the implementation of the received recommendations for unique legal and regulatory situations. Evaluate all procedures on a regular basis, and track issues for quantity of occurrence.
  • Mange Business Partners and/or an outsourcing firm to meet service level agreements and investor deadlines during peak volumes.
  • Proficient, knowledgeable and up to date on all applicable Regulatory requirements. Cohesively work with Business Line Compliance, Corporate Compliance and Risk reporting to determine impact on reporting unit and necessary changes to remain compliant. Ensure the timely delivery of audit files to QC vendors, regulators, investors and MI companies for quality control as requested. Perform the duty as required to avoid any potential compliance deficiency. Manage TPO; Government; and Retail channel(s) pipeline and communicate results with Director of Loan Processing.
  • Collaborate with loan servicing staff to ensure timely set-up and booking of new loans on the TPO channel. Handle any errors reported, by assisting colleagues on how to investigate the error and correct.
  • Consult with Finance Dept. regarding the reconciliation of LIP out of balance issues for mortgage and consumer loans and processing any cures, reimbursement and requesting any charge-off as needed.

Education:

  • Associate Degree or equivalent combination of education and experience. Required.
  • Bachelor's Degree or equivalent combination of education and experience. Preferred.

Experience:

  • 3-5 years related experience in a Financial institution, preferably in Residential Mortgage loan operations, Consumer Lending, Regulatory Compliance and/or Fulfillment. Required.
  • Up to 2 years Supervisory or Team Lead experience. Required.

Licenses or Certifications:

  • Must have access to reliable transportation and the ability to lawfully drive self. Required.
