MetroPlusHealth is seeking a Senior Technical Program Manager. This position will serve as a senior IT manager and report directly to the Deputy Chief Information Officer (DCIO). The Senior Technical Program Manager will work directly with all levels of IT staff. This administrative and technical role is suited for a candidate with prior technical program and project management experience. This individual needs to possess strong leadership and interpersonal skills, and be passionate about the wellbeing of our members, staff, and community.

This role requires a broad background managing large-scale highly interdependent technical projects with exceptional written and verbal communication skills that will apply principles, techniques, and best practices in the planning, organizing, and implementation of these complex projects. The right candidate must have experience preparing and managing project documentation including scope, schedule budgets, change management, risk analysis, and quality. The role requires subject matter leadership, excellent communication skills, and the ability to navigate complex and diverse landscapes. In addition, the role will need to interact effectively as a team leader and liaison with our business partners.

The successful candidate for this position will have to tackle muti-faceted problems requiring a creative mindset to find innovative solutions across the IT Department. They will also have to manage vendor relations, staffing, and the overall coordination of complex initiatives. This individual will also play a central role in the implementation of MetroPlusHealth's new Core Processing System (CPS). They will work with other senior IT leadership and business leaders to understand the business operations and connectivity to various systems that feed into the new CPS.

Our goal with the Senior Technical Program Manager position is to improve the experience of our members, employees and coworkers, vendors, and neighbors throughout the City.

Job Description
  • Formulates the project or program management plan, in accordance with the scope, budget, timing, and quality as set by stakeholders
  • Coordinates multiple complex projects simultaneously managing priorities and interdependencies
  • Creates solution development life cycle processes with cross team and domain solutions
  • Specifies the resourcing of the project, anticipated costs, risk assessment, and quality standards to be used
  • Leads the project in terms of quality, spend, time, information, and organization, monitoring progress and managing all assigned project resources
  • Reports on issues and risks and may take ownership of same through to resolution
  • Produces project/program status reports
  • Continually follows up with internal and external project team members
  • Directs assigned project resources and gives them operational guidance, technically and organizationally
  • Leverages healthcare knowledge/experience to support IT initiatives
  • Drives the continuous development and implementation of IT practices across MetroPlusHealth
  • Serves as an IT representative with MetroPlusHealth and the community
  • Creates and maintains relationships with external entities
  • Reviews and recommendations of changes to policies, procedures, and processes
  • Ensures IT initiatives are running according to schedule and budget
  • Communicate with internal and external project stakeholders
  • Additional tasks as needed
Minimum Qualifications
  • Bachelor's Degree in Computer Science or a related technical discipline; and
  • 10+ years in program and project management, including at least 5 years in an IT role; or 2+ years of healthcare-related experience.
