Overview
The Financial Management Systems Subject Matter Expert (SME) provides high-level advisory and technical support for financial management systems, applications and processes. The ideal candidate brings deep domain knowledge and experience in financial processes, Oracle system expertise, resource planning, and strategic financial management. This position will support specific task orders requiring expert insight and is expected to engage directly with senior government stakeholders and integrated project teams.

Provide subject matter expertise in Financial Management Systems to support the development, deployment, operations, and sustainment of DoD program applications and related business processes.
- Lead or support the development of policy recommendations, operational strategies, and implementation plans.
- Conduct research and analysis to inform leadership decisions.
- Support the development of briefings, reports, and written products.
- Advise Government clients on best practices, program risks, and operational impacts.
- Participate in working groups and Integrated Product Teams (IPTs).
- Provide peer review and quality assurance for technical deliverables.
Qualifications
Education and Experience:
- Minimum 10 years of experience in the following areas:
- Leading functional project teams to analyze and support the functional/technical design and implementation of program architecture to meet program needs.
- Providing Financial Management and Oracle system expertise, or similar expertise to support a dedicated test function responsible for reviewing, scheduling, executing, and reporting on integrated and regression testing.
- Utilizing tools and evolving technologies to assist with building and analyzing financial or other data to optimize solutions and ensure scalability for tasks assigned.
- Maintaining an Agile Systems Requirements Traceability Matrix (RTM).
- Supporting a Qualification Test and Evaluation (QT&E) Process and delivering test results and analysis as required for failed and incomplete test scripts.
- Supporting deployment/implementation cycle of a finance, accounting, or similar system to provide over-the-shoulder training and support to users.
- Supporting Agile development teams to coordinate and execute both Agile Development Testing (ADT) and Government Integrated Testing (GIT).
- Advising on senior systems integration and Enterprise Resource Planning (ERP) practices.
- Serving as an agile product owner implementing business processes such as Budget to Report (B2R), Procure to Pay (P2P) and/or Orders to Cash (O2C) in support of finance, accounting, or similar systems.
- Supporting the functional development and deployment of an automated compliance tool for auditability within a financial system, to include but not limited to, the Oracle Governance, Risk, and Compliance (GRC).
- Reviewing, supporting, and responding to internal and external audits conducted by the General Accounting Office (GAO), the Department of Defense Inspector General (DoDIG), respective service audit agency, Deputy Chief Financial Officer (DCFO) and other inspection agencies.
- Developing the program vision, roadmaps, and related briefings.
- Prioritizing and managing the Program Backlogs.
- Bachelor's degree required; master's or doctoral degree preferred.
Clearance Requirements: Active Secret clearance required; TS/SCI preferred or required based on task order. Must be a U.S. citizen. Location: Varies by task order. May include on-site at the Pentagon, Wright-Patterson AFB, or other federal sites. Remote work is possible based on client needs and approval.
