Summary:

CAP is the mechanism by which NTIP collects, reviews, processes, and analyzes DON activities (including but not limited to research, development, test and evaluation, acquisition, operational activities/programs, doctrine, etc.) for compliance with arms control treaties and agreements. This position is intended to provide support in those activities and facilitate the functions thereof with in the (NTIP). The work for this position will be located at the Washington Naval Yard, Washington District of Columbia (D.C.)

Job Description



  • Provide support to NTIP for implementation and compliance of specific arms control treaties and
  • agreements under NTIP's purview.
  • Deliver program support for general interagency issue analysis and resolution.
  • Provide technical analysis, studies and research, documentation and meeting support
  • Collect treaty-required data, create reports; and coordinate white papers
  • Develop treaty compliance and implementation plans.
  • Prepare and deliver all technical studies, analysis, research, documentation via electronic media such as Microsoft Office
  • Continuously review and assess US Government, Department of Defense, and Department of the Navy international implementation and compliance reporting and certification
  • requirements
  • Review inspection and visit requirements; data exchange and declaration requirements; and notification requirements IAW U.S. laws, regulations, security cooperation and other pertinent agreements and initiatives
  • Familiarity with initiatives; confidence- and security-building measure (CSBM) regimes; conventional weapons; and emerging arms control initiatives.
  • Analyze arms control treaties, agreements, U.S. policies, and nonproliferation agreements, Department of the Navy arms control implementation and compliance plans, and other relevant data to determine, evaluate, and validate Department of the Navy implementation and compliance requirements,
  • Prepare and deliver findings on Arms control treaties and nonproliferation agreements, treaters and policy to the government
  • Act as Subject Matter Expert for US Government policy positions associated with or potentially impacting arms control treaty and nonproliferation agreements as well as DoD and Joint Staff finalized and/or proposed policy guidance and other arms control treaty and nonproliferation agreement related implementation and compliance documentation.


Qualifications



  • Bachelor's degree in a relevant field i.e., education, human resources, or business
  • Four (4)+ years of experience in arms control, international relations, national security, or a related field.
  • Well versed in authoritative documents as well as understanding how they are applied
  • Be able to read, write, and speak English fluently
  • Possess excellent written and oral communication and presentation skills
  • Well versed in the use of Microsoft Office tools and software
