Under the direction of the Manager, Payroll, the Specialist, Payroll, prepares and processes payroll for Milwaukee Area Technical College employee payroll including faculty, part-time faculty, student employees, and staff. Researches payroll system problems and resolves problems proactively. Exercises independent judgment and decisions on payroll matters. Collaborates and advises faculty, students, managers and employees to share essential information regarding payroll. Serves as a subject matter expert on payroll related concerns. Communication is continuous between the division, industry partners, federal agencies, and governmental regulatory bodies.



Characteristic Duties and Responsibilities

  • Payroll Administration: Compiles, analyzes, and enters payroll data. Recommends and determines necessary and applicable adjustments. Completes appropriate forms and applies adjustments to wages and salaries. Processes voucher payments. Compiles compensation time balances and credits for employees semi-annually. Prepares correspondence of a technical nature pertaining to payroll issues.

  • Internal Customer Education and Management: Provides customer service by researching, analyzing and resolving difficult or highly technical problems or questions involving any facet of the payroll system. Cross-trains, advises and recommends payroll operating procedures, rules and regulations, and processing to faculty, students, managers and staff.

  • External Stakeholder Relationship: Management: Collaborates with county, state, federal agencies, insurance vendors, and other outside stakeholders to address employee wage compensation, employment status and deductions. Prepares financial, tax and payroll reports for external stakeholders in coordination with the Payroll Manager.

  • Payroll Reporting Oversight: Reviews and analyzes payroll reports for accuracy and applies corrections through journal entries in compliance with policies and procedures. Compiles and submits for management review financial, tax and payroll reports for internal and external sources. Supports and provides reports for annual federal and state tax payroll processes, meeting the requirements of government agencies and employee records.

  • Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators.

  • Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.

  • Other duties: Perform other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.


Qualifications

Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.

Required Education & Experience: Associate's degree in business, human resources, accounting or another relevant area and two (2) years of work experience in payroll using recognized payroll principles and practices.

Preferred Education & Experience: Bachelor's degree in business, human resources, accounting or relevant area and greater than two (2) years of work experience in payroll using recognized payroll principles and practices.

  • Ability to establish, collaborate and maintain effective work relationships with peers, students, teachers, staff, representatives of outside agencies, educational institutions, and the general public.

  • Ability to work with culturally diverse student and employee populations.
  • Proficiency in the use of computers and software specific to position, including spreadsheets and the Internet.
  • Ability to work successfully with minimal supervision and serve in a leadership role to others.
  • Ability to establish workflows, manage multiple projects, and meet necessary deadlines.


Physical Demands:
  • Ability to lift up to 25 lbs., carry, and push up to 20 lbs. and ability pull up to 50 lbs.
  • Ability to climb stairs and a ladder and maintain balance.
  • Ability to stoop, kneel, crouch, reach, hear and speak.
  • Sitting/Standing/Walking: 50% of time spent sitting, 25% of time standing, and 25% of time walking.

Hours: Work hours are Monday - Friday 8am - 4:30pm
