Hill International is seeking a Project Manager II in Austin, Texas

The Construction Project Manager II is responsible for managing small to mid-sized construction projects or supporting large, complex programs. This role provides leadership and oversight through all phases of the construction lifecycle, ensuring projects are delivered on schedule, within budget, and to the required quality standards, while complying with safety and contractual obligations.



  • Manage day-to-day project activities for construction projects, including planning, coordination, and oversight of on-site execution.
  • Serve as the primary point of contact between the client, contractors, architects, engineers, sub-consultants, and other stakeholders, ensuring clear and timely communication.
  • Develop, produce, and maintain detailed project schedules (Primavera P6 or MS Project), including baseline creation, bi-weekly schedule production, and collaborative schedule reviews.
  • Track project budgets and control costs; prepare earned-value and cash-flow forecasts, and review architect, contractor, and site-services invoices for accuracy prior to approval.
  • Conduct and document progress meetings, RFIs, submittals, change orders, procurement tracking, and 90-day look-ahead plan updates to maintain project momentum and transparency.
  • Perform specification reviews and OPR manual compliance checks to verify that design and construction meet functional performance requirements.
  • Maintain task/issue logs and risk registers, develop mitigation strategies, and present status reports to project leadership.
  • Manage owner-retained consultants, coordinate their deliverables, and provide work-package reviews and recommendations before release.
  • Facilitate and document project meetings, issue agendas and minutes, and coordinate all project communications among team members.
  • Monitor and enforce safety programs through regular site-safety reviews, field observations, and oversight, ensuring compliance with OSHA and site-specific requirements.
  • Lead QA/QC reviews, punch-list walks, and turnover/move-in activities to achieve defect-free handover and successful occupancy.
  • Provide leadership and mentorship to junior team members and assistant project managers, fostering a culture of safety, quality, and continuous improvement.


  • Bachelor's degree in Construction Management, Architecture, Engineering, or a related field.
  • Minimum 5-8 years of experience in construction or project management, preferably in vertical or infrastructure construction.
  • Proven experience managing construction projects ranging from $10M to $100M+.
  • Strong knowledge of construction means, methods, and project delivery processes.
  • Familiarity with AIA contract documents, CPM scheduling, and project controls.
  • Excellent communication, negotiation, and presentation skills.
  • Strong leadership and interpersonal abilities.
  • High attention to detail with strong analytical and problem-solving skills.
  • Ability to work independently and manage multiple priorities under tight deadlines.
  • PMP or CCM certification strongly preferred.
  • Experience working on public agency, government, or institutional projects (e.g., courthouses, higher ed, K-12, or healthcare).
  • Proficiency with project management software such as AutoDesk, Procore, Primavera P6, eBuilder, MS Project, or similar.
  • OSHA 30 certification.
  • Position may require travel to construction sites.
  • Ability to work in field conditions, including outdoor environments and active construction zones.
  • May involve extended hours or weekend work to meet project deadlines.
