SUMMARY:

The Public Health Institute promotes health equity and wellbeing for individuals and communities in California, the nation, and across the world by providing premier fiscal sponsorship services to a wide range of public health programs and by serving as a thought leader, partner, and advocate for policy and systems change. Across multiple sectors, PHI works to transform public health by building capacity, advancing science and data-based research, centering community, and connecting and collaborating with a diverse range of partners.

The Chief Development and Strategic Initiatives Officer (CDSIO) develops, oversees, and executes business and fund development with government and private philanthropy and major strategic initiatives. The successful CDSIO will drive PHI's long-term growth and deepen mission impact by identifying new opportunities, raising funds for current and new work of the organization, developing and successfully implementing key projects, and aligning initiatives with the organization's vision, mission and strategic goals.

To advance PHI's growth opportunities, the CDSIO cultivates relationships with state and federal governmental agencies, philanthropic funders and external partners; tracks and analyzes public health trends; leverages partnerships; and crafts and launches new internal and external strategic initiatives in alignment with PHI's overarching goals and objectives. Responsible for performance monitoring of the organization's development and strategic plan goals, the CDSIO is highly effective at leading cross-functional collaborations to successfully execute key projects from initiation to completion.

The CDSIO is a newly established executive position that reports to the President & CEO. The position is designed to help PHI inaugurate the next chapter in the organization's 60-year history. The position will serve as a thought partner to the President & CEO; be a member of the Executive Leadership Team (ELT); and collaborate closely with other senior leaders, administrative departments, PHI program leaders, and external partners. In addition to serving as the executive team member responsible for fund development and launching strategic initiatives, the CDSIO provides executive leadership for strategic communications and has direct responsibility for policy and government relations.

This is a regular full-time hybrid (remote and in-person) position that is required to work in PHI's downtown Oakland, CA office on a regular but flexible schedule to be mutually agreed upon. The incumbent is also required to travel in and outside of California for in-person meetings, events, and other activities several times a year. Candidates based in reasonable traveling distance from Oakland are preferred.

Full salary range for this position: $240,566 to $379,300 per year. The typical hiring range for this position is from $240,566 (minimum) to $309,933 (midpoint), based on 100% FTE. The starting salary is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Leadership of Business Development and Strategic Initiatives

• Lead and oversee strategic growth, business development, and fund development strategies.
• Drive expansion by leading PHI's Strategic Plan process, developing and launching new initiatives, and creating business and growth plans that help grow current and new programs and partnerships.
• Inspire teams and staff to work in alignment with PHI's mission, vision, and strategic goals through clear and effective communication.
• Ensure successful completion of complex projects as an expert project manager and effective leader of cross-functional project teams.
• Build relationships and foster working partnerships with existing and new funders, PHI program partners, policymakers, and a range of external partner organizations to enhance organizational visibility and support advancement of strategic initiatives, business development, and public policy agenda.
• Monitor and analyze developments, trends and issues affecting the broad health ecosystem to understand implications for public health generally and PHI's work specifically, and to inform the organization's strategic priorities and business and fund development planning.
• Establish performance monitoring systems and results-based dashboards to track real time progress against implementation goals.
• Lead development and execution of the organization's policy and government relations agenda by working closely with the President & CEO and with government agencies & policy makers, contract government affairs consulting firms, strategic communications team, PHI program leadership team and program partners, and coalition partners.

Organizational Leadership and Management

• Lead and manage the business/fund development department, team, and systems, including developing and executing successfully a comprehensive and strategic annual business and fund development plan. Build capacity to effectively execute plans and achieve business development goals by motivating staff, working within budget, and identifying new resource priorities.
• Advance strategic communications objectives in furtherance of PHI vision and strategic goals by providing executive leadership and supervision of the Strategic Communications team. Enhance PHI's visibility by integrating strategic communications efforts into the organization's overall business/fund development growth plans.
• Work with the President & CEO to represent the organization to external stakeholders in a variety of settings across all sectors and develop a role as a thought leader in public health across relevant platforms, audiences, and communities.
• Partner with the President & CEO and other members of ELT to inform strategy development, track performance against goals, inspire and direct organizational change, and generally advance PHI's mission, visions and goals.
• Work across the organization to foster a culture that is collaborative and results oriented and where joy in purpose-driven work, continuous learning and improvement, and dynamic thinking and nimbleness in responding to needs and opportunities are the norm.
• Model and create an equity focused environment centered on embracing diversity and authentic inclusion in all areas of work as a prerequisite for advancing health equity, in collaboration with the Programs & Community Engagement Department.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications

• 15 years of relevant experience in fund raising, business development, and strategic partnerships in health and public health, strategic planning and execution, growth strategy development and execution, launching of strategic initiatives, policy and government affairs, and/or communications; including 10 years of experience in business and/or fund development.
• 10 years of experience in organizational leadership positions.
• Bachelor's degree required, or substitute with 4 additional years of related experience.

Other Qualifications

• Comprehensive understanding of the overall public health and health ecosystem and the issues related to advancing public health, health equity, and wellbeing for individuals and communities in California, nationally, and globally. Knowledge and experience in the California landscape is a strong plus.
• Network of existing relationships across the health ecosystem, public health, research, philanthropy, and local, state, and federal policymakers.
• Proven track record of identifying new opportunities for growth, growing the work of an organization/program, conceiving and launching new initiatives, and increasing organizational impact.
• Strong strategic planning, strategic initiative development, and analytical skills.
• Experience creating and executing strategic multiyear business and fund development plans and demonstrated success achieving development goals across all sectors.
• Demonstrated track record of increasing government and philanthropic funding with existing and new funder partners.
• Ability to work effectively with a diverse range of internal and external stakeholders; proficiency with both consensus and directive-based decision-making styles; and experience with governing body relations.
• Experience working in government and/or with public policy at the state and/or federal levels preferred.
• Demonstrated success of project management from initiation to completion for complex projects, including success leading and supporting cross-functional and multi-stakeholder project teams.
• Proficient in the use of performance monitoring systems to track progress on process and goal achievement.
• Exceptional interpersonal skills and outstanding verbal and written communications skills.
• Strong commitment to health equity (including racial equity), inclusion and belonging to advance public health goals, with sensitivity towards the experiences of marginalized and/or historically underserved people, othering, structural exclusion, and cultural differences.
• Strong leadership skills including the ability to manage, coach, engage, and motivate staff to perform at their highest levels individually and in teams.
• Demonstrated experience serving on a leadership team responsible for organizational stewardship and achieving organizational-level goals. Seen as a trusted, effective member of peer teams capable of healthy debate and exchange of perspectives, ability to help drive toward decisions, and work collaboratively to achieve results.
• Comfortable with change, ambiguity, and leading new work. Capability to plan thoughtfully, take appropriate risks, and move forward without all ideal information or the perfect plan. Track record of building on and scaling what's working and, when an effort isn't working, knowing how to fail fast, learn from it, and move forward in new ways.
• Excellent organizational and project management skills with ability to maintain a high level of attention to detail and accuracy.
• Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, SharePoint), with the ability to use Zoom, Teams, and learn other software and systems at ease.
• Graduate degree or certification related to public health, the social sector, business, organizational leadership or other related field preferred.
