Summary:

We are seeking a highly organized and mission-focused Program Manager to lead and oversee the daily operations of the US Army National Guard (USARNG) G-1 Human Resources Management System (HRMS) Support contract. This role ensures contract compliance, quality control, and operational excellence in support of the Army National Guard's human resources mission.

The Program Manager will also serve in a dual capacity, providing backup support in another functional role as needed to ensure continuity of operations.


Responsibilities

Essential Job Functions:

  • Manage day-to-day operations of the HRMS support contract, ensuring all deliverables meet quality, schedule, and performance standards.
  • Ensure full compliance with contract terms, federal regulations, and client expectations.
  • Implement and maintain a robust QC plan to monitor performance and identify areas for improvement.
  • Serve as the primary point of contact with the USARNG G-1 leadership, fostering strong relationships and ensuring responsive communication.
  • Supervise and support a multidisciplinary team, providing guidance, performance feedback, and professional development.
  • Prepare and deliver regular status reports, performance metrics, and risk assessments to stakeholders.
  • Step into another functional role on the contract as needed to ensure mission continuity and operational resilience.
  • Perform other duties as necessary.

Qualifications

Necessary Skills and Knowledge:

  • Strong leadership, communication, and organizational skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Possess good analytical skills, time management, and be an independent thinker.

Minimum Qualifications:

  • Bachelor's degree in business management or related field (or 10 years of experience managing large-scale Government projects of similar size and scope).
  • Shall be experienced in Government policies and procedures.
  • Must have a favorably adjudicated National Agency Check with Inquiries (NACI).
  • Must be a US citizen

Preferred Qualifications:

  • PMP or equivalent project management certification.
  • Prior experience supporting Army National Guard or similar military HR systems.
  • Familiarity with DoD HRMS platforms and data security protocols.
