The COOP Remote Site Analyst (CRSA) supports all-hazard, all-threat emergency response events by providing direct assistance to the Office of Facilities and Supply Management (OFSM). This includes developing and implementing methods to ensure the availability of rapid response support to meet operational requirements during emergency conditions. The CRSA provides critical support to OFSM personnel at the Incident Command Center (ICC) or at deployed locations, ensuring continuity of operations and effective coordination during emergency events. Support includes, but is not limited to the following:

Duties & Responsibilities:



  • COOP Remote Site Analyst (CRSA) will develop and maintain planning, response, policy and procedural documents and templates such as the agency COOP Plan, Component COOP Plan Template, Regional Office COOP Plan Template, Occupant Emergency (OE) Plan, Communication Plan, Response Plan, Evaluation Plan, Standard Operating Procedures (SOP), and Go/No Go Checklists;
  • CRSA will plan, conduct, and perform administrative functions for working groups and advisory groups including preparing agendas and meeting summaries;
  • COOP Remote Site Analysts (CRSA) maintain call down lists and the MENS with current contact information that is crucial for notification of key personnel, revise key executive listing based executive changes;
  • CRSAs will develop and maintain an Emergency Management Essential Records Plan to include a COOP Essential Records Packet in appropriate repositories in support of programs. This includes creating, maintaining, updating, and ensuring proper filing of inventory and record change logs, and preparing required reports. Examples of these documents are Call Down lists, COOP Plans, Activation Plans, Orders of Succession, TT&E and Delegations of Authority;
  • COOP Remote Site Analysts (CRSA) will review all new Federal directives, mandates, legislation, or guides relating to OFSM's programs and develop a comprehensive plan of integration to ensure continuous compliance. The review must provide an assessment of the current plan, a crosswalk, impacted areas, proposed integration actions, resource requirements, and implementation timelines.
  • CRSAs will create and maintain operational records, logs, reports, and files as required;
  • Develop training and exercise material, provides training and exercise support for OFSM programs which may include, development of training objectives; content, event administration, scheduling and logistics; record-keeping; data collection; pre-event, on-going, and post-event support documentation and presentation materials, including lessons learned, and support with the execution and evaluation of training and exercises conducted at national and regional levels;
  • COOP Remote Site Analyst facilitate agency exercises that can range from tabletop to full scale exercises with other Federal, State, and local entities;
  • Prepare, participate, and provide After Action Reports for training, exercise, and drills to include the following but not limited to:

    • Fire, Bomb Threat, Terrorism, Workplace Violence, Bio-Toxins (Mailroom), Active Assailant, Chemical/Biological Threat, Suspicious Packages, Hazmat, Earthquake, Tornado, Physical Damage to building, Power Failure, Civil Unrest, Explosion, Building Recovery, and Shelter-in-Place;


  • CRSAs will maintain and inventory emergency preparedness kits, storage facilities, and supplies;
  • CRSAs will develop an interactive Corrective Action Program (CAP) that identifies, documents, and prioritizes resource issues noted during TT&E, assessments, and actual emergency operations. The CAP should provide SSA with a formal structure for identifying, developing, validating, and implementing Corrective actions. Elements of the program include After Action Reports and Corrective Action/Improvement Reports, which should be comprised of an executive summary, meeting minutes, and action items. At a minimum the CAP System will provide the following capabilities:

    • Identify deficiencies and areas requiring improvement and provide a timeline for Corrective action;
    • Identify program funding requirements for submission to agency leadership;


  • Develop, conduct, and document a Business Impact Analysis (BIA)/Business Process Analysis (BPA) for all threats and hazards, and all capabilities associated with the continuance of agency essential functions.
  • CRSAs will execute COOP and Emergency Response functions to include, but not limited to, document preparation, scheduling, record keeping, recording minutes, after action and executive reports, preparing presentations, memorandums, and briefing packages, information research and archival, and project coordination.
  • Create Emergency Response Team (ERT) Status reports within one hour of call completion.
  • Monitor mailbox and respond to emails.
  • The agency Emergency Management program must be continuously maintained; all associated plans will be reviewed and updated annually with a plan to revise and update every two years.
  • COOP Remote Site Analysts (CRSA) shall have in-depth knowledge of COOP and emergency management development.
  • CRSAs must have the ability to manage multiple competing priorities across all phases of emergency management projects within the constraints of the product scope, resources, time, and budget.
  • Provide support and perform testing of notification platforms including the MENS system.
  • Attend offsite FEMA and interagency meetings to include Eagle Horizon Planning meetings and COOP Site meeting.
  • COOP Remote Site Analyst (CRSA) must ensure that the COOP facility is fully prepared for COOP activations with little or no notice.
  • CRSAs will provide support and perform testing of Sensitive Compartmented Information Facility (SCIF) secure and non-secure communications assets to include Viper Phones, satellite phones, and other secure and non-secure communications devices. This includes participating in monthly communications exercises.
  • Allow maintenance personnel access to service the COOP Site facility after ensuring the site is sanitized.
  • CRSAs will check that all COOP Site building's equipment is functional to include testing that the building's utilities, communications, power, and infrastructure are working properly.
  • Assist SSA's IT components with testing and updating COOP Site's IT equipment.
  • COOP Remote Site Analysts (CRSA) will be the liaison for local, State and Federal agencies, including, but not limited to, the Federal Emergency Management Agency (FEMA), the National Weather Service who notifies the operations center of natural disasters and weather warnings nationwide, the Federal Protective Service, and local first responders.
  • Other duties as assigned.

  • Maintain operational readiness by staying mentally alert and physically prepared to operate government equipment and security systems in a high-paced environment.
  • Monitor, assess, and document situations accurately using both manual and electronic logs, while submitting timely and clear reports.
  • Communicate effectively with strong oral and written skills, maintaining professionalism and tact in all interactions.
  • Respond swiftly and calmly to emergencies, following established directives, procedures, and protocols.
  • Utilize technology proficiently, including Microsoft Office, radios, telephones, and computer systems for communication and data entry.
  • Collaborate with external agencies, including law enforcement and emergency response teams, to share and receive critical information.
  • Engage in continuous learning by participating in required training, reviewing documentation, and staying informed on policies and procedures.


Minimum/General Experience:



  • Minimum of 3 years emergency management experience, OR
  • Credible law enforcement or military experience that demonstrates proficiency to support the Emergency Management Support services as tasked.


Minimum Education:



  • High School Diploma, or General Education Diploma
