Discipline Description

Contractor Assurance personnel provide oversight for the various contractor assurance-related activities and programs, including Causal Analysis and conduct of Management Review Boards for all major projects and operating facilities. They also serve as Subject Matter Experts to programs such as Occurrence Reporting (ORPS), Lessons Learned, Self-Assessments, Corrective Actions, Price-Anderson Amendment Act (PAAA), Effectiveness Reviews, Management Field Operations, and coordinate DOE Corrective Action Plans (CAP) for the company. Contractor Assurance also leads the Performance Analysis efforts for the company and owns the Issues Management system and Scorecard platforms for the site as well as provides the Site Statistician function for the company.

Some Typical Duties & Responsibilities Include:

* Provides leadership to execute Contractor Assurance System (CAS) and integrated safety management while ensuring tasks are adequately defined, monitored, and effective.
* Provides subject matter expertise in two or more of the following elements: Assessment Activities, Procedure Implementation, Causal Analysis and Corrective Actions, Conduct of Operations, and/or Trending and Performance Measures.
* Ensures compliance by performing and/or leading technical reviews, conducting investigations, and researching and implementing solutions to ineffective or noncompliance situations.

* Reviews conclusions of analyses submitted for inclusion in final reports.
* Develops and performs compliance based and performance-based assessments and/or audits to ensure program effectiveness.
* Defines assessment approaches and strategies for breadth all related programs.
* Ensures the Contractor Assurance processes are integrated with the company Risk Management processes.
* Ensures company level policies and procedures align with NNSA and DOE Orders/Directives to ensure compliance and clarity.
* Defines company related performance indicators and supports trend analysis and improvement actions in CAS or Performance related programs.
* Evaluates improvements for the effectiveness metrics to allow enhanced oversight of related functions. Ensures metrics allow for actions to be initiated to address adverse trends early.
* Evaluates the effectiveness of the organization's corrective action and causal analysis program elements and develops improvement actions to ensure performance gaps are identified and analyzed commensurate with significance, and appropriate corrective actions are implemented in a timely manner to reduce the likelihood of recurrence of the issue.
* Provides guidance for Functional Area Program Managers (FAPM) periodic reviews to ensure that applicable requirements are accurately reflected in procedures and work processes used by the organization.
* Assists in monitoring improvement plans that are underway to enhance the effectiveness of requirements that flow down to site and organization procedures.
* Solves complex problems with minimal guidance and oversight.
* Other duties as assigned.

Required Qualifications

* Bachelor's degree in relevant field plus at least fifteen years of experience (YOE), OR Master's degree in relevant field plus at least twelve years of experience (YOE), OR Doctoral degree in relevant field plus at least eight years of experience (YOE)
* Equivalencies to experience and education requirements will be considered
* Qualified Self Assessor
* Qualified Lead Apparent Cause Analyst
* Apparent or Root Cause Analysis certification/training.
* Proficient with Corrective Action Management Systems (STAR)
* Strong verbal communication and technical writing skills.
* Proficient with positive interaction with middle management and customers
* Proficient multi-tasker in fast paced environment
* Proficient with office software such as Word, Excel and PowerPoint.
* Ability to acquire and maintain a DOE Q clearance or capability to obtain Q clearance

* Experience performing trend evaluation and analysis.
* Experience working at an NNSA or DOE site, commercial nuclear, or other complex industry in Performance Improvement processes.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
