Community Program Liaison

Behavioral Health Services (BHS)

Hourly Pay Range: $26.61 - $39.91

Job Summary: The Community Program Liaison manages ongoing services by Community Access to Recovery Services (CARS) to ensure that appropriate and quality care is provided to the consumer. This position will assist with authorization requests and ongoing interagency relations with Managed Care Organizations for Community Support Program (CSP) and residential levels of care.

Essential Responsibilities:



  • Sustain the ongoing process of tracking, requesting, and obtaining authorization requests from Managed Care Organizations for Community Support Program services being provided.
  • Serve as a subject matter expert and liaison between contracted CARS providers, the BHS fiscal department, and Managed Care Organizations to ensure seamless services for consumers and timely payment for services rendered.
  • Work closely with programmatic leadership to participate in Utilization Management and Review activities to ensure clients are receiving the right level of care, for the right amount of time, and are referred to other services and/or discharged as needed.
  • Develop, coordinate, and participate in measures to monitor quality of services provided by the CARS community-based programs, including audits and review of documentation to match Medicaid requirements.
  • As needed, provide telephonic support to clients and/or natural supports who are receiving services or seeking to be in services. As needed, attend clinical staffings and meetings with other system partners who may also be serving our client base.
  • Assist program leadership in organizing, attending, and running provider meetings that are held on both a routine and ad hoc basis for programmatic oversight, collaboration, and training.
  • Perform all other duties as assigned.


Minimum Requirements:



  • Current resident of Wisconsin.
  • Possession of a Bachelor's Degree or higher from an accredited college or university.
  • At least one (1) year of professional experience with mental health and/or substance use disorders.
  • Knowledge of Wisconsin Medicaid Long-Term Care programs, including Family Care, Family Care Partnership, and IRIS.
  • Knowledge of federal, state, and county regulations related to the provision of behavioral health services, including Community Support Program and mental health residential programming.


Preferred Qualifications:



  • Possession of a Bachelor's Degree or higher in Psychology, Social Work, Registered Nursing, or Occupational Therapy.
