Overview:

We're hiring a TEMPEST Coordinator who will focus on supporting the Information Systems Security Manager (ISSM) and senior management by ensuring the security of classified information through detection and mitigation of compromising emanations, developing TEMPEST certification procedures, conducting facility inspections, and ensuring compliance with national security standards at ORNL. This position resides in the Cyber Governance group in the Cybersecurity division in the Information Technology Services Directorate at Oak Ridge National Laboratory (ORNL).

This role requires a solid understanding of TEMPEST principles, excellent problem-solving skills, and the ability to communicate effectively with both technical and non-technical personnel across multiple facilities. The selected candidate will collaborate closely with National Security Systems (NSS) teams and users throughout the organization. The position reports to the NSS Team Leader in the Cyber Governance Group, Cybersecurity Division and requires interaction with individuals at all organizational levels.

Major Duties/Responsibilities:

The TEMPEST Coordinator serves as the primary subject matter expert and facilitator responsible for ensuring the security of classified information through detection and mitigation of compromising emanations. This role requires a solid understanding of TEMPEST principles, excellent problem-solving skills, and the ability to communicate effectively with both technical and non-technical personnel across multiple facilities.

  • Develop, update, and maintain localized TEMPEST plans to meet program objectives.
  • Develop secure area assessment schedules and facility certification plans.
  • Conduct annual secure area assessments, auditing, and testing, incorporating lessons learned into plan updates.
  • Ensure regulatory compliance with CNSSI, NIST, NSA, and DOE standards through directed reviews.
  • Ensure systems are operated, maintained, and disposed of per DOE security policies, Standards-Based Management System (SBMS), and applicable System Security Plans (SSPs).
  • Establish documented procedures for authorizing users to classified information systems.
  • Perform user account reviews and security clearance reviews for account validation per common control and SSP direction.
  • Support annual self-inspections, system certification testing, periodic security testing, and functional testing on systems/networks.
  • Assist with change control review boards and evaluate vulnerabilities to classified systems under configuration management.
  • Provide oversight of approved Authorized Data Transfers between systems with varying classification levels.
  • Assist the ISSM/ISSO in implementing and enforcing cybersecurity policies at multiple facilities.
  • Execute NNSA, DOE, and localized procedures for media management.
  • Document best practices and local security procedures, and train users on these procedures.
  • Other duties as assigned within the NSS Program space.

Basic Qualifications:

  • An AS degree in cybersecurity, computer science, computer engineering, information technology, information technology, information systems, science, engineering, business, or related discipline with a minimum of two (2) to four (4) years of aligned professional experience focused on classified systems.
  • Active DOE Q, active DOD Top Secret, or active DOD TS/SCI clearance is required for consideration.
  • Knowledge and hands-on experience conducting TEMPEST assessments for National Security Systems (NSS).
  • Experience developing and implementing TEMPEST assessment plans for NSS at both enterprise and system levels.
  • Strong analytical and problem-solving abilities to assess cyber risk and exposure in NSS environments.
  • Demonstrated experience with compliance frameworks (NIST, CNSSI, NSA, DOD, DOE) within NSS environments.
  • Project management skills with ability to lead program implementations and execute proof-of-value initiatives.
  • Excellent interpersonal, verbal, written, and presentation communication skills.
  • Comprehensive understanding of industry standards and regulations applicable to NSS.
  • Experience integrating risk management, compliance, and governance functions across organizational groups.
  • Ability to work independently, meet deadlines, and maintain high ethical standards.

Preferred Qualifications:

  • 2+ years of demonstrated information security experience with emphasis on National Security Systems (NSS).
  • Cybersecurity experience within federal government programs, particularly involving NSS environments.
  • Proven track record of managing and prioritizing multiple tasks in high-pressure NSS operational environments.
  • Experience obtaining Authorization to Operate (ATO) for government systems, especially NSS platforms.
  • Current, relevant cybersecurity certifications.
  • Familiarity with vulnerability management tools and processes specifically designed for NSS environments.
  • Knowledge of incident response procedures and specialized tools utilized in NSS environments.

Special Requirements:

  • Q Clearance: This position requires the ability to obtain and maintain clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
