The Residential Construction Portfolio Manager role is a credit orientated position reporting on a solid-line basis to the Construction Portfolio Team Manager. The Residential Construction Portfolio Manager works in support of the residential mortgage construction portfolio and is engaged in assisting lenders, underwriters and borrowers with loans to renovate and build single-family owner-occupied homes financed by Rockland Trust. Performance reviews are prepared by the Construction Portfolio Team Manager with input from the Senior Credit Officer overseeing the Construction Department. The Residential Construction Portfolio Manager uses their administrative skills and general construction knowledge to assist the Construction Loan Management Team in fulfilling its mission to oversee and manage the bank's construction loan portfolio ensuring that all construction projects are adequately funded, remain in scope, are on schedule, in balance, and that all construction loan advances are warranted by verified work in place.

Under the direction of the Construction Portfolio Team Manager, the Residential Construction Portfolio Manager duties will include:



  • Learn and master Construct, the cloud-based construction application housing all of our construction loans. Review and set up construction loans on Construct working with Loan Officers and credit to ensure all documentation is in place so the draw process will run efficiently, and the borrowers receive their funds on a timely basis.
  • Serve as a primary point of contact between the Construction Loan Management Team, Residential Loan Officers and Borrowers during underwriting through the completion of the project.
  • Provide operational oversight and monitoring of the residential construction portfolio to validate project status of each individual project and identify at-risk projects.
  • Manage, prioritize, and assign project inspections, ensuring that positive customer experience is consistently maintained.
  • Coordinate, manage and stage the Residential Construction Management Department's workflow cycle to specifically include: 1) Receipt and disposition of funding requisitions; 2) Enter draw requests on the Construct platform; 3) Assign and schedule field construction inspections; 4) Ensure that the Construct platform is kept updated; 5) Serve as the primary contact between the Construction Management Department and Loan Operations to ensure all approved draw requests are funded. Communicate advances to the borrower and/or Loan Officer.
  • Perform pre-closing reviews for construction projects.
  • Coordinate inspections as requisitions come in.
  • Approval of construction advances based on recommendation of third-party inspectors and review of the project status and budget.
  • Elevate points of concern regarding construction project progress to supervisors when such issues arise. Such concerns include determining appropriate funding amounts when discrepancies arise, reconciling differences between project completion costs and remaining funding availability and helping to resolve occasional disputes between borrowers and the bank.
  • Review and approve residential construction funding requests. Assist with commercial funding requests as time permits
  • Assist Construction Portfolio Team Manager with construction related reports, including review of the pipeline and other residential reports.



  • Request title rundowns, working directly with the attorneys. Review all rundowns for notice of contract, mechanics liens, etc. and work with responsible Loan Officers to resolve,
  • Manage residential inquiries sent to the Construction group email box and resolve problems by working directly with customers.
  • Review construction progress with Residential Mortgage Management & Loan Servicing at the completion of interest only phase to coordinate extensions and conversion when needed.
  • Opportunity to shadow an Internal Inspector with the possibility to perform independent inspections.
  • Assist with Insurance claim review and processing.
  • Perform other duties that may be assigned.


Core Competencies:

Prior construction related experience and/or general construction knowledge is preferred, but not necessary. The Residential Construction Portfolio Manager must have a strong interest in furthering and deepening his/her level of general construction and project management knowledge, and an ability to learn such from in-house Construction Department staff. The RCPM should also have a willingness to seek general construction related education using outside courses or other resources as may be available. The RCPM will demonstrate the ability and willingness to make independent recommendations based on analysis and assessment of information presented. The RCPM must consistently demonstrate a high level of attention to detail, accuracy, initiative, and have the ability to prioritize work.

Minimum Qualifications:



  • College degree or relevant experience preferred
  • Attention to detail and strong time management skills
  • Strong interpersonal and communication skills to interact with internal areas as well as external clients and third-party consultants.
  • Team oriented and the able to work independently.
  • Working knowledge of MS Office products, including Outlook, Word and Excel.
