Overview
We are seeking an experienced and driven Program Manager to support the United States Navy's AN/BYG-1 submarine combat control system program. AN/BYG-1 is a mission-critical, open-architecture system that integrates tactical control, payload and weapons management, and information assurance capabilities for U.S. Navy submarines. The Program Manager will lead and coordinate software-intensive development and integration efforts, ensuring performance, cost, and schedule objectives are met across this high-visibility defense initiative. This role will work on a team to integrate and test all subsystems and components of the AN/BYG-1 product associated with integration and test of TCS, PCS, IA, VMS, and CIS, interfaces, PM and SWFTS engagement. This role is based in Manassas, VA or Washington, DC.
What will you do?
Key Responsibilities:
- Serve as the lead program interface between the customer, internal teams, and external stakeholders to manage delivery of AN/BYG-1 system upgrades and support services.
- Oversee and coordinate complex, software-intensive development programs with large-scale integration to external platforms and systems.
- Develop and maintain integrated program schedules and roadmaps, ensuring alignment with Navy objectives and delivery timelines.
- Identify, analyze, and mitigate program risks through effective risk management strategies.
- Apply systems engineering principles to manage technical scope, integration challenges, and performance outcomes.
- Lead cost analysis, budgeting, and forecasting activities to support program health and compliance with DoD financial requirements.
- Drive continuous improvement initiatives focused on process efficiency, quality control, and cost optimization.
- Prepare and deliver regular program reviews, technical briefings, and performance reports to senior government and industry leadership.
Do you have what it takes?
Required Qualifications:
- A minimum of 15 years of professional experience, with demonstrated success in managing complex defense or government programs.
- Proven project management experience supporting software-intensive programs with extensive system integration and coordination across multiple stakeholders.
- Strong understanding of risk management, systems engineering, and program scheduling within large, complex projects.
- Demonstrated experience with cost control, cost analysis, and process improvement across the program lifecycle.
- Familiarity with DoD acquisition processes, Earned Value Management (EVM), and defense contracting best practices.
- Experience with submarine combat systems (preferably AN/BYG-1) or similar naval systems is highly desirable.
Preferred Qualifications:
- PMP certification or equivalent program management credentials.
- Experience working with NAVSEA, PEO SUBS, or similar Navy acquisition organizations.
- Background in submarine systems engineering, weapons integration, or C4ISR systems.
- Working knowledge of Agile, DevSecOps, or other modern software development methodologies.
- Must be able to obtain and maintain a Secret security clearance.
