Job Description - Energy Resources NERC Compliance Specialist I-IIInternal Posting Expires: 7/22/2025 Position Description The FERC Compliance Specialist will be responsible for implementing and continuously monitoring the requirements of all North American Electric Reliability Corporation (NERC) reliability standards and Western Electricity Coordinating Council (WECC) regional reliability standards applicable to the UNS Energy generation fleet, and any requirements of the associated orders of the Federal Energy Regulatory Commission (FERC). The Compliance Specialist will be responsible for integrating all of UNSs generation fleet into the company's compliance program. This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures. Position-Related Responsibilities Level I: * Develop and direct the implementation of all compliance-related policies, procedures, and processes to assure compliance with FERC/NERC/WECC standards applicable to Generation with a primary concentration on Critical Infrastructure Protection (CIP) Standards and Reliability Standards compliance. * Responsible for facilitating the development of processes and procedures required to meet regulatory standards and assisting responsible departments in the development of the same. * Integrate the Generation Department policies and procedures with the existing UniSource Energy Corporation (UNS)/TEP policies and procedures. * Represent the Generation Department on company compliance committees and in compliance-related meetings both internal and external to the company. * Monitor best practices in standards compliance. Keep current, and maintain an active role, in industry activities and regulations affecting GOs and GOPs. * Responsible for reviewing and commenting on changes to existing standards, or the development of new Reliability Standards, related to GOs and GOPs. * Notify Generation Department personnel of new standards under development that need to be reviewed. * Assist with regulatory reporting (FERC, NERC, WECC). * Assist with FERC/NERC/WECC compliance activities such as documenting evidence, updating procedures, and completing Reliability Standard Audit Worksheets (RSAWs). * Report any possible violations of the NERC/WECC reliability standards identified to Generation Management and the company's Chief Compliance Officer, as applicable, in accordance with the company's Reliability Compliance Program. * Coordinate with Energy Management System (EMS) team regarding System Control operational issues. * Develop evidence files to support audits. Interface with auditors, both internal at UNS/TEP, and external; and assist in coordinating such audits. * Track compliance deadlines and oversee compliance with same by relevant generation units. * Develop, review, provide, and track compliance training to relevant employees and contractors working at UNS'/TEP's generation facilities (e.g., standard review and interpretation and document preparation and retention). * Requires the ability to obtain and maintain physical and cyber CIP certifications. * Support and communicate Operational Excellence goals, objectives, vision, and values. Level II: * Lead the FERC/NERC/WECC compliance program for UNS's Gnereation Department; Generator Owner (GPO and Gnerator Operator (GOP) with minimal oversight. * Possessing a high level of initiative to Lead the FERC/NERC/WECC compliance program for UNSs Generation Department; Generator Owner (GO) and Generator Operator (GOP) with minimal oversight. * Develop and direct the implementation of all compliance-related policies, procedures, and processes to assure compliance with FERC/NERC/WECC standards applicable to Generation with a primary concentration on Critical Infrastructure Protection (CIP) Standards and Reliability Standards compliance. * Responsible for facilitating the development of processes and procedures required to meet regulatory standards and assisting responsible departments in the development of the same. * Integrate the Generation Department policies and procedures with the existing UniSource Energy Corporation (UNS)/TEP policies and procedures. * Register as the GO and GOP representative for the Generation Department and serve as the compliance-related contact for Generation. * Represent the Generation Department on company compliance committees and in compliance-related meetings both internal and external to the company. * Monitor best practices in standards compliance. Keep current, and maintain an active role, in industry activities and regulations affecting generator owners and operators. * Responsible to review and comment on changes to existing standards, or the development of new reliability standards, related to generator owners and operators. * Participate in the drafting of regional and national reliability standards affecting generator owners and operators. Coordinate the compliance of such standards for the Generation Department and UNS/TEP. * Notify Generation Department personnel of new standards under development that need to be reviewed. * Interface with jointly-owned plants in which TEP or an affiliate is a participant to assure compliance with all reliability standards applicable to generation owners and operators, as applicable. * Attend FERC, NERC and WECC meetings and workshops associated with NERC and WECC reliability standards affecting generator owners and operators. * Assist with regulatory reporting (FERC, NERC, WECC). * Assist with FERC/NERC/WECC compliance activities such as documenting evidence, updating procedures and completing audit worksheets. * Report any possible violations of the NERC/WECC reliability standards identified to Generation Management and the company's Chief Compliance Officer, as applicable, in accordance with the company's reliability compliance program. * Coordinate with Energy Management System (EMS) team regarding System Control operational issues. * Develop evidence files to support audits. Interface with auditors, both internal at UNS/TEP, and external; and assist in coordinating such audits. * Monitor audit experiences of other companies and make contacts with other utilities (primarily with co-owned plants). * Track compliance deadlines and oversee compliance with same by relevant generation units. * Provide compliance training to relevant employees and contractors working at UNS'/TEP's generation facilities (e.g., standard review and interpretation and document preparation and retention). * Requires the ability to obtain and maintain CIP certification. * Support and communicate Operational Excellence goals, objectives, vision, and values. * Provide technical direction and reviewal on all related documentation pertaining to generation assets (i.e. Wind, Solar, Batteries, ICTs, Steam Units, etc.) that fall under the UNSs responsibilities pertaining to NERC, FERC, and WECC . * Serve as the technical Subject Matter Expert (SME) for all Engineering calculations for verification and accuracy on all generation assets. * Coordinate and manage all tasks associated with the various testing and verification requirements * Is capable of having direct reports and managing the day-to-day activities for regulatory compliance and performs succession planning for redundancy and skills and knowledge transfer. Management Responsibilities * Ensure that the Company's management principles, policies, and programs are consistently practiced and continually support the Affirmative Action Plan. * Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures. * Ensure that the Performance Management program is administered uniformly and effectively. * Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable. * Provide Engineering and or technical support and direction for all UNS generation assets * Senior - Has direct reports and manages the day-to-day activities for regulatory compliance and performs succession planning for redundancy and skills and knowledge transfer.
