Overview

The Office of the State Treasurer is seeking a highly organized, independent, and experienced Climate Superfund Specialist to lead key efforts related to Vermont's Climate Superfund initiative. This is a senior-level position requiring exceptional project management, policy analysis, and cross-disciplinary coordination skills.

Key Responsibilities:



  • Provide leadership and direction on complex projects that integrate scientific, fiscal, legal, and policy perspectives.
  • Conduct and synthesize high-level research and analysis to support legislative mandates and climate recovery initiatives.
  • Manage project planning, budget oversight, consultant engagement, and contract administration.
  • Collaborate closely with the Deputy Treasurer, Treasurer, Policy Director, and General Counsel.
  • Represent the Office in high-stakes discussions with other state agencies, federal partners, professional consultants, and outside organizations.
  • Support legislative processes, including preparation of reports, materials, and potential testimony.
  • Exercise sound judgment and professional discretion in managing sensitive information, particularly related to ongoing litigation.



Preferred Skills:



  • Proven experience in policy development, project management, or environmental finance.
  • Strong research, writing, and analytical skills.
  • Background in climate-related disaster recovery, state-level fiscal planning, or legal frameworks related to environmental accountability.
  • Familiarity with litigation processes and experience managing legislative timelines is highly desirable.
  • Demonstrated ability to lead and work independently within a collaborative team environment



Candidates should have:



  • Expertise in climate damages, abatement cost assessments, or public finance.
  • Experience working with multidisciplinary teams, state agencies, or advocacy organizations.
  • Prior involvement in contract oversight or consultant coordination.



About the Role:

This position operates with a high degree of autonomy and responsibility, under the general direction of the Deputy Treasurer and Treasurer. It plays a central role in implementing Vermont's Climate Superfund program, which aims to assess and recover costs associated with climate-related damages.

Who May Apply

This position, Climate Superfund Specialist (Job Requisition #52953), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting. Interaction with state and federal officials and organizations may be required. Incumbents must be adaptable and able to work within tight deadlines and under considerable stress. Some evening and weekend duty may be necessary.

Minimum Qualifications

Master's degree or higher in policy, public administration law or related field AND one (1) year or more of experience at a professional level in planning, policy analysis, or public administration

OR

Bachelor's degree and three (3) or more years of experience at a professional level in planning, policy analysis, or public administration.
