About the Role

We are looking for a Senior Program Controls Specialist to join and lead our growing Program Controls and Contract Management (PCCM) team within the Advisory Services group. This is a great opportunity to combine your program controls expertise with team leadership, supervision, and strategic direction. You'll oversee internal program control functions and contract management while also supervising 2-3 direct reports, leading PCCM team operations, and helping drive long-term success for our clients and our people.

You may work out of any Parametrix office, with the option for hybrid or fully remote work.

Our team supports a range of clients in water/wastewater, transit and transportation, and environmental planning and compliance by delivering owner's representation, program management, and delivery advisory services. Duties & Responsibilities:

Team Leadership & Management

  • Supervise and mentor a team of 2-3 PCCM professionals, providing performance feedback, career development guidance, and technical support.
  • Lead the strategic direction of the PCCM team, aligning resources and priorities with project needs and firm goals.
  • Facilitate regular team meetings, manage workloads, and coordinate resourcing to ensure effective project delivery.
  • Oversee staffing efforts, including onboarding new team members and leading recruiting initiatives for future PCCM growth.
  • Promote a collaborative and inclusive team environment, ensuring clarity of roles and shared accountability.

Project & Program Controls

  • Develop and maintain control systems for tracking scope, schedule, budget, and resourcing across multiple projects.
  • Lead or support scope and fee development, contract negotiations, and subconsultant coordination.
  • Interpret and ensure compliance with contract terms; manage change documentation and support dispute resolution when necessary.
  • Conduct earned value analysis, develop variance reports, and make recommendations for corrective action.
  • Review and audit schedules for alignment with scope and budget; identify opportunities for process improvement.
  • Manage project setup, financial tracking, invoicing, and subconsultant billing processes.
  • Maintain project documentation, including QA/QC logs, action item registers, and decision trackers.
  • Provide training and support to internal teams on project control tools and best practices.

Qualifications:

  • Bachelor's in Business Administration, Project Management, or related field.
  • 10+ years experience in project controls, coordination, or related roles in the AEC industry.
  • Demonstrated experience supervising staff, leading teams, and contributing to group strategy and direction.
  • Experience with project controls systems and analytical tools.
  • Proficiency in Office Suite and SharePoint.
  • Project Management Certification preferred (e.g., PMP, CAPM).
  • Experience with public sector clients and program controls implementation.
  • Familiarity with tools like MS Project, Primavera P6, Procore, and Bluebeam is preferred.

Compensation Information: Base salary for this position is in the range of $90,000-$115,000.

Compensation is determined by factors such as education, experience, location, and role. As employee-owners, we are eligible for performance-based bonuses and our salaries are reviewed annually. We value transparency and look forward to discussing our compensation structure.
