The Assistant Program Manager of Resident Relocation and Engagement will play a critical role in delivering a successful NYCHA residential modernization project by ensuring safe, respectful, and well-coordinated temporary relocation of residents in occupied developments. This mid-level position is responsible for managing the contract and daily performance of third-party relocation and engagement subcontractors while working closely with the design and construction teams, other Assistant Program Managers, and NYCHA representatives. The role requires a balance of logistical oversight, regulatory compliance, and strong interpersonal skills to build trust with residents and ensure smooth transitions during construction activities.

Key Responsibilities

  • Subcontractor Oversight & Contract Management
    • Manage the performance, invoicing, and deliverables of the relocation and resident engagement subcontractors.
    • Ensure subcontractor activities align with NYCHA and HUD requirements for resident relocation, notification, and consent processes.
    • Conduct regular performance reviews, site walks, and coordination meetings.
    • Develop Standard Operating Procedures that align with NYCHA requirements.
  • Resident Communication & Coordination
    • Oversee implementation of multilingual communication strategies to inform residents about relocation timelines, temporary housing arrangements, safety precautions, and project phases.
    • Coordinate resident surveys, engagement events, and individual consultation meetings as needed.
    • Serve as a liaison between residents, community leaders, NYCHA, and project stakeholders.
    • Develop presentations, newsletters, website content and other communication materials for residents.
  • Logistics & Scheduling
    • Support development and execution of phased relocation schedules that align with construction milestones.
    • Monitor progress of relocations to ensure timely move-outs/move-backs and minimal disruption to residents.
    • Maintain records of relocation notices, consent forms, resident preferences, and special accommodations.
    • Manage communication and scheduling for any required testing or apartment access required for construction activities.
  • Compliance & Reporting
    • Ensure adherence to NYCHA Relocation Guidelines, HUD Uniform Relocation Act (URA), and local housing regulations.
    • Prepare progress reports, documentation logs, and compliance checklists for internal and external review.
    • Assist with audits, inspections, and reporting obligations to NYCHA and city agencies.
  • Team Collaboration
    • Coordinate closely with the construction and design teams to understand site readiness and safety considerations.
    • Work in tandem with other Assistant Program Managers across various scopes (design, construction, closeout, etc.).
    • Escalate unresolved issues to the Program Manager and recommend solutions.

Required Qualifications

  • Minimum of 5 years of experience in relocation coordination, tenant engagement, affordable housing, community development, or similar fields. Experience with construction projects a plus.
  • Strong working knowledge of NYCHA guidelines, HUD relocation standards, and NYC housing regulations.
  • Experience managing contracts and supervising subcontractor performance.
  • Demonstrated ability to work on occupied renovation projects with sensitive scheduling and safety constraints.

Preferred Qualifications

  • Experience managing construction projects with resident focus.
  • Familiarity with project management tools such as eBuilder, Procore, or Microsoft Project.
  • Experience with CRM platforms and data tracking tools for resident engagement.
