The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

The Surety Programs Group (SPG) supports government and private sector management of complex safety, security, and reliability programs for high consequence operations. SPG delivers industry-leading, innovative, and value-added services such as data analytics and visualization, threat analysis, risk management, modeling and simulation, program management, system engineering, independent evaluation, and High Consequence Event prevention to help our clients understand and mitigate mission risks spanning physical, cyber, and human domains. Within SPG, the Systems Engineering and Fleet Operations (SEFO) subgroup provides support to the US Navy's Strategic Systems Programs' Integrated Nuclear Weapons Security System and functional and matrixed support to various other SPA customers. SPG has an urgent need for a Program Manager to support these efforts.

SPA has an immediate or near term need for a US Navy Fleet Liaison/Technical Advisor. This position is located at SPA HQ in Alexandria, VA.



Responsibilities

The Fleet Liaison/Technical Advisor will rely on expert knowledge of SSBN and Fleet operations to assist the Navy Nuclear Weapons Surety Program with formulating critical nuclear weapon surety solutions. The successful candidate will oversee and manage all aspects of the customer's strategic interface with US Navy Fleet Operations, with specific emphasis on current and future operational needs identified by the Trident Coordination Group, the Trident Review Group, the Transit Protection Program Executive Steering Group and the Transit Protection Program Flag Board. She/He will identify system requirements and develop appropriate acquisition strategies; identify and define program measures of performance and effectiveness as part of a dynamic and integrated joint, strategic plan; analyze and summarize findings into key program and policy documents including transition from Ohio to Columbia class SSBNs. She/he will lead internal Continued Process Improvement efforts and play a key role in the refinement and implementation of Quality Management Systems. When required, the successful candidate will develop plans for, and lead, Root Cause Analyses across the enterprise.



Qualifications

Required Qualifications:

    DoD TOP SECRET/SCI clearance.
  • Bachelor's Degree.
  • Ability to work at SPA HQ in Alexadria, VA.
  • 10+ years of professional experience with the US Navy Submarine Force, including submarine propulsion nuclear engineering and service on Squadron/Group/TYCOM staff.
  • Working knowledge of the Navy's Strategic Systems Programs structure and relative roles and responsibilities.
  • Working knowledge of Joint- and Service-level resourcing and requirements systems and processes.
  • Expert ability to research, draft, review, and brief policy, planning, execution, and assessment documents for an executive-level audience.
  • Root Cause Analysis expertise.

Desired Qualifications:

  • JCIDS or Service-Level equivalent experience.
