Description

Directs all phases of the program from inception through completion. Responsible for the cost, schedule, and technical performance of the program. Participates in the negotiation of contracts and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. Develops new business or expand the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or negotiating a change to contractual specifications. Directs the work of employees assigned to the program.

Responsibilities:



  • Ensure compliance with the Site Performance Work Statement (PWS) and other contractual requirements.
  • Establish and maintain resource allocation plans.
  • Lead program risk and opportunity management process.
  • Provide an effective customer interface.
  • Act as the primary customer contact for program activities including briefings to senior customer management.
  • Provide day-to-day guidance and mentoring to employees and functional leads (Contracts, Business Management, Quality Assurance, etc.).
  • Provide oversight and coordination of subcontractors.
  • Meet program financial goals as established by senior management.
  • Ensure program compliance with OSHA requirements.


Skills:



  • Possess the ability to provide/execute comprehensive management of the Program while interacting daily with Program Management and customers at a high level.
  • Detailed knowledge of maintenance practices and protocols is required.


Requirements:



  • Shall have six years of management and supervisory experience (within the last ten years) in the execution of aviation maintenance contracts. At least one year (within the six years) of management experience shall be in a technical program or project work related to naval aircraft maintenance.
