Management/Business Analyst - Junior SUMMARY The Junior Business Analyst/Governance Analyst serves as an advisor and technical expert, leading efforts to establish and strengthen data governance frameworks across the National Park Service. This role focuses on developing and implementing policies, standards, and processes to improve data quality, integrity, and accessibility throughout the organization. The analyst partners with technical teams and non-technical stakeholders to translate complex data requirements into actionable strategies that support enterprise-wide data management and compliance goals. By championing best practices in data stewardship and governance, this position ensures data is managed as a critical organizational asset, enabling informed decision-making and advancing the mission of the National Park Service. The role demands strong analytical skills, excellent communication, and the ability to foster collaboration in a matrixed, nationwide environment. COMPENSATION & BENEFITS
Salary Range: $70,000 - $115,000
Comprehensive federal benefits package available to full-time employees, including health insurance, paid time off, and retirement plan participation. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Assisting in the formation and execution of data governance framework, policy, and standards.
- Assisting in the development and implementation of an enterprise data governance and data management program.
- Analyzing and overseeing strategies to enhance data reliability, minimize redundancies, manage data assets, and support open data release across the organization.
- Assisting with program development and management, and supporting the NPS Data Governance Steering Committee (DGSC) activities.
- Creating and maintaining common data dictionaries and data inventory tools/methods.
- Supporting the development and implementation of data or metadata standards and policies.
- Assisting with data monitoring and providing guidance on streamlining data management.
- Participating in projects involving upstream or downstream data flows and processes.
- Assisting federal staff in building a data governance program and serving as the primary support team member.
- Assisting with NPS Data Strategy development and implementation.
- Assisting with NPS Public Access Plan and related implementation activities.
- Working with IT or program personnel to develop data quality standards.
- Assisting with creating key performance indicators and supplying performance results.
- Ensuring controls over applications and workflows to ensure data integrity by performing data integrity and gap analysis.
- Coordinating the resolution of data integrity gaps with business owners and IT staff.
- Writing detailed, formal documents (e.g., meeting minutes, internal operating procedures).
- Assisting with the development of policies and documents on data strategy, data stewardship, data governance, and data management maturity.
- Supporting communication activities and reporting (e.g., annual workplan, accomplishments, NPS Data Management website content).
- Identifying and helping prioritize governance work tasks, including proposing new work and procedures.
- Highlighting leadership in implementing innovative data governance strategies that resulted in measurable improvements in data quality and compliance across multiple departments or organizations.

- Experience in establishing and maintaining data governance frameworks, including data quality, data stewardship, and compliance with relevant regulations.
EDUCATION & EXPERIENCE
- Bachelor's degree in Information Systems, Data Management, Business Administration, Computer Science, or a related field is required; a Master's degree in a relevant discipline is strongly preferred.
- Minimum of 3 years of progressive experience in data governance, data management, business analysis, or a closely related field within a complex or enterprise-level environment.
- Proven experience in developing and leading the implementation of data governance frameworks, policies, and standards across multiple programs or departments.
- Demonstrated ability to design and oversee data quality strategies, data stewardship activities, and metadata management practices.
- Background working with leadership and cross-functional teams to align data initiatives with organizational objectives and compliance requirements.
- Experience facilitating workshops, leading stakeholder discussions, and producing high-level strategy and policy documentation.
- Professional certifications such as Certified Data Management Professional (CDMP), Certified Business Analysis Professional (CBAP), or similar are highly desirable and may substitute for some experience.
SUPERVISORY RESPONSIBILITY
- No supervision is required for this position.
WORK ENVIRONMENT
- Work can be performed at the contractor's facility or at the National Park Service (NPS) facility at Building 50, Denver Federal Center, Lakewood, CO 80225.
- Remote work is allowed with COR or task inspector approval.
