Description

This position will support the Chief Financial Officer (CFO), Test Resource Management Center (TRMC). The position will report to the Financial Support Task Lead. The individual will be responsible for overall Defense Travel System (DTS) administration for the TRMC and coordinating appointment and training certification of accountable officials. The individual will also be responsible for administering the Government Travel Chard Card (GTCC) program for organizational travelers, monitoring Government Purchase Card (GPC) activity and assist in prior year account reconciliations in support of the Dormant Account Reconciliation-Quarterly (DAR-Q).

    Serving as the main point of contact for all official travel functions
  • Overseeing establishment of the TRMC routing structure for authorizing, reviewing and approving travel authorizations
  • Providing customer support regarding DTS system operation, travel procedures and entitlements in accordance with the Joint Travel Regulation (JTR)
  • Coordinating with Commercial Travel Office as necessary to ensure authorizations are booked and approved in a timely manner
  • Updating and maintaining TRMC's travel policies as required
  • Coordinating with external and internal staff on all DTS updates, changes and system problems
  • Coordinating with financial management directorate to set up annual lines of accounting (LOAs) in DTS and load funds as required to support program travel
  • Responsible for coordinating the appointment and training certification of Accountable Officials and retains Certifying Officer Legislation training certificates and DD Form 577 Appointment/Termination Records and appointment letters
  • Completing necessary training available through the Defense Travel Management Office website
  • Monitoring open Government Travel Charge Card accounts for status, activity, and authorized limits. Updating limits as necessary to support individual traveler requirements
  • Tracking annual government purchase card spending. Coordinating with office GPC holder to facilitate timely loading of funds for office purchases
  • Assisting in the reconciliation of canceled year funding documents in support of the Dormant Account Reconciliation-Quarterly (DAR-Q)
  • Maintaining and updating the ADVANA analytics platform for Dormant Account Review Quarterly (DAR-Q) and the CFO's internal DAR-Q tracking database
  • Performing analyses and reconciliations using Defense Agencies Initiative (DAI) reports, DAR-Q documents, open commitment lists, and the ADVANA application tool
  • Utilizing SharePoint to process returned funds through reconciliation efforts and coordination with internal and external stakeholders
  • Researching and contacting customers or program offices to follow up on dormant accounts, providing updates, and facilitating account closeouts as needed
  • Providing surge support for Military Interdepartmental Purchase Request (MIPR) execution when required

Requirements

  • Expert knowledge of the Defense Travel System (DTS)
  • Expert knowledge of DoD travel regulations and policies and/or Joint Travel Regulation (JTR)
  • Experience in assisting senior level Government Service civilians with travel functions and policies, travel arrangements and other DTS tasks
  • Experience in accomplishing DTS tasks and resolving local travel management and DTS issues
  • Experience reconciling DTS lines of accounting with program funding levels in financial system of record
  • Familiarity with the Defense Agencies Initiative (DAI) or comparable financial system (DEAMS, GFEBS, Navy ERP)
  • Familiarity with Citibank Government Travel Charge Card program
  • Experience with ADVANA financial analytics system
  • Active Secret Clearance
