Overview Under the general guidance of the Section Manager, the Senior Specialist will be responsible to conduct compliance reviews of Gas Operations to improve work practices and mitigate potential violations by ensuring compliance with Federal, State, and Local Codes. Develops a professional relationship with the various regulatory agencies as well as the Gas Operating areas. Assists in developing and maintaining Gas Operations self-assessment & compliance plans to mitigate high risk areas and sustain a full compliance culture.
Responsibilities
Core Responsibilities
- Work to ensure field compliance with procedures, gas specifications and codes.
- Conduct field visits to assess compliance with safety and environmental measures.
- Perform self-assessments of high risk areas (e.g. leak classification, fusion inspections, etc.) to sustain a full compliance culture.
- Perform visual and process fusion inspections.
- Monitor and assess the effectiveness of training programs based on quality control checks, observations and knowledge of the operation to meet departmental goals, and make recommendations for improvement.
- Research and initiate technological advances in support of compliance efforts (ie. systems, processes, etc.).
- Benchmark best practices across companies and represent O&R on Industry committees.
- Make critical decisions, provide technical expertise and initiate enhancements to the current operation for the overall benefit of Gas Operations and its employees.
- May support Damage Prevention efforts by participating in outreach and education of customers on safe digging practices and advancing the damage prevention cause through program sponsorship and support.
- Participate in the Company's emergency management processes and storm plans as required.
- Perform other related assignments, as required.
- Serve as liaison between PSC, Quality Assurance, and Corporate Auditing to ensure all requested documentation is sent in a timely manner.
Qualifications
Required Education/Experience
- Bachelor's Degree and 3+ years in the engineering or operation/maintenance of gas systems. or
- Associate's Degree and 4+ years in the engineering or operation/maintenance of gas systems. or
- High School Diploma/GED and 5+ years in the engineering or operation/maintenance of gas systems.
Relevant Work Experience
- Must be able to adapt to a fast changing operational environment while maintaining meticulous attention to detail and excellent organizational skills, required.
- Possess understanding and working knowledge of electronic tracking and reporting databases, and learning management systems, required.
- Must possess strong oral and written communication skills, required.
- Strong computer skills a must, including Microsoft office and databases, including electronic reporting systems, required.
- Must possess the ability to interface with all levels of union and management employees, required.
- Must be available to respond to major gas-related incidents on a 24-hour on-call basis, required.
- Must be able to visit field sites in all types of weather, be available for on-call duty during prescribed weeks of the year, required.
- Prior Gas Operations, Auditing, Compliance or Quality Assurance experience, required.
- Operator Qualified in Gas Construction, Gas Maintenance, or Gas Service, preferred.

Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within the O&R and CECONY service territory, as needed.
- 5 days a week in-person in for both field and office work
