THE POSITION


Washington County Public Health Division is seeking a Bilingual (Spanish/English) or Non-bilingual Nutritionist to join our Women, Infants & Children (WIC) Program. About the program:
The WIC program focuses on nutrition education, breastfeeding support, health and diet screening, growth monitoring, and program referrals for pregnant, breastfeeding, and postpartum women, infants, and children up to 5 years of age. WIC serves families from many different cultural and ethnic traditions, languages, backgrounds, and abilities. It is designed to promote positive health outcomes, strengthen life course nutrition and health, and reduce health disparities of the populations we serve.

About the Opportunity:
The Nutritionist in the WIC Program is responsible for participant enrollment, orientation, benefit issuance, and participant file maintenance. The Nutritionist identifies and makes nutrition and other health related referrals, performs participant risk assessments, and provides professional nutrition education in individual and group settings. The Nutritionist also provides participant-centered nutrition and breastfeeding information, education, and high-risk counseling to WIC participants. In addition, this position assesses participant nutrition status and eligibility for the WIC Supplemental Food Program. The Nutritionist travels to several clinic locations in Washington County (Beaverton, Hillsboro, and Tigard) and conducts home visits, as needed.

Due to the nature of responsibilities, this position is not eligible for remote work.

Desired Attributes:
  • Experience in screening, counseling, and providing information or education to WIC participants
  • Training or experience in the WIC Program regulations for eligibility, food benefits, and education
  • Ability to represent and advocate for varied background communities and/or experience with currently or formerly accessing WIC services
  • Education or experience in the principles of public health, maternal and child nutrition education, and breastfeeding education
  • Training and experience with participant-centered counseling and assessment techniques for participants with varied backgrounds and needs
  • Experience in delivering trainings, presentations, and/or public speaking
  • Knowledge and understanding of the origins and results of the disparities experienced by individuals and families related to unlawful treatment based on race and/or socio-economic status
  • Direct breastfeeding experience or formal lactation education is highly desirable

Bilingual Positions:
Designated bilingual positions require the incumbents to possess Spanish bilingual skills, including precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing. Upon successfully passing the applicable proficiency assessment test(s) in a selected language, positions that are eligible for the bilingual differential pay will offer in an amount of 5% of the base pay rate, or a flat rate of seventy-five ($75) per pay period, whichever is greater. Pay periods are every two weeks.

MINIMUM QUALIFICATIONS

Education and Experience:

  • A Master's Degree in Nutrition/Dietetics or related field.
    OR
  • A Bachelor's Degree in Nutrition/Dietetics or related field; AND 9 months of experience in responsible experience as a nutritionist in education, social service, maternal and child health, public health, nutrition, or dietetics., including supervised internships.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS
License :
  • Are a Registered Dietitian Nutritionist (RDN) with the Academy of Nutrition and Dietetics (AND);
    OR
  • Registered Dietitian eligible (must be able to obtain Registered Dietitian status within six months of appointment);
    OR
  • Completion of all necessary requirements to meet qualifications to serve as a nutrition professional by the credentialing entity in their country of origin.
Additional Requirements:
  • Some positions in this classification may require fluency in another language, which may include oral and written proficiency.

  • Must be prepared to respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave.
  • Must successfully complete basic incident management courses and participate in emergency response trainings as requested.

Selection Process

  2. MQ Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Depending on the number of applications received, we may conduct additional screening based on the preferred qualifications.
  3. Panel Interview(s): Our goal is to schedule panel interviews with candidates who successfully pass the initial screening process as soon as possible.
  4. Reference Checks: We will conduct reference checks for the final candidate(s), generally 3-4 professional references.
  5. Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the final candidate(s) and the hiring manager will extend a conditional offer of appointment.
  6. Post-Offer Check: The final candidate will require to successfully clear a third-party background check and driving record check as pre-employment conditions. If offered for a bilingual position, additional oral and written bilingual proficiency tests are required.
  7. Start Date: A start date will be determined after all pre-employment condition(s) have been met.
