Job Summary

Paradise Valley Community College (PVCC) is seeking a Facilities Director who provides college-wide direction and management of facilities planning, assigned maintenance operations, and auxiliary services for Paradise Valley Community College (PVCC) and PVCC Black Mountain campuses. Directs all Facilities Management operations including planning, design, and construction for new capital development, building improvements, remodeling, and major maintenance projects. Develops long and short range operation plans for facilities management, safety and security. To best serve the students, department, and college, this position requires a physical presence on campus.

Essential Functions

50% - Provides comprehensive management of all maintenance and operations of PVCC Union Hills and Black Mountain campus college facilities including oversight of the day-to-day operation of the central plants at both locations. Manages and supervises the work of employees, contract workers, and vendors responsible for the operation and maintenance of facilities, custodial services, grounds and landscaping, mechanical and electrical equipment, and utilities distribution. Develops, maintains, and manages the related budgets and expenditures; plans, develops, initiates, and manages a program for the procurement, maintenance, or replacement of major equipment in the central plant and buildings, along with furniture, fixtures, and small equipment in college buildings; develops and implements programs for preventative maintenance, energy and water conservation, OSHA and training for crafts and M&O staff members; coordinates facility-related needs with outside vendors providing services housed on the campuses, such as food service, bookstore, etc.

20% - Acts as college representative to project teams led by District project management staff for major construction and remodeling of buildings, structures, and the expansion of the utilities infrastructure; directly budgets for, selects consultants and contractors, and then manages and oversees smaller construction, remodeling, renovation and maintenance projects; follows the District's policies and procedures including those for capital development and procurement; provides professional and technical recommendations during the planning-design-construction process for capital development of new and remodeled buildings, expansion of utilities infrastructure, including voice and data, parking and lighting; acts as the college liaison with architects, engineers, contractors, vendors, City of Phoenix representatives, State Fire Marshal, and staff members from the District Support Services Center.

15% - Provides short-term, long-range, and strategic planning for (a) the maintenance and operations of the central plants and buildings at multiple locations, (b) the replacement of major equipment, (c) deferred maintenance, (d) capital development including new construction and remodeling, (e) staffing levels, staff training and career development, and succession planning, and (f) the estimating of costs and the budgeting of expenditures for the preceding activities.

15% - Communicates verbally, electronically, and in writing with college and district executives, faculty members, administrators, staff, colleagues, employees, and officials from the City of Phoenix and other governmental organizations; performs other related tasks and duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in construction management, operational management, facilities management, business (any discipline), public administration, finance, analytics, accounting, occupational health or safety sciences, engineering, architecture, or a related field; and six (6) years of progressively responsible facilities experience which includes two (2) years of management and/or supervisory experience.

OR

Bachelor's Degree from a regionally accredited institution in construction management, operational management, facilities management, business (any discipline), public administration, finance, analytics, accounting, occupational health or safety sciences, engineering, architecture, or a related field; and a certification from the International Facilities Management Association (IFMA), the Association of Physical Plant Administrators (AAPA), or a similar certification; and four (4) years of progressively responsible facilities experience which includes two (2) years of management and/or supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Special Requirements

Licenses, Registrations, or Certifications:
  1. Possession of a valid State of Arizona Class D Driver's License
  2. OSHA certification required for some assignments


Required licenses and certifications must be maintained for the duration of employment within the classification. Licenses and certifications may be subject to renewal and/or require Continuing Education Units (CEUs) or training by the State or issuing authority.

Preferred: Professional building trades certification and/or OSHA certifications.

Desired Qualifications
  1. Five (5) or more years of experience and demonstrated ability as a facility/operations administrator overseeing a multi-building operation including some of the following areas of responsibility: building maintenance, building systems (Energy/HVAC), construction planning and oversight, facilities/site planning, or central plant systems
  2. Three (3) or more years of experience managing new construction major and/or minor remodeling projects and working knowledge of federal, local, jurisdictional and ADA code compliance
  3. Experience implementing and managing a preventive maintenance program related to building systems/site infrastructure
  4. Three (3) or more years of demonstrated experience developing and administering facility and capital budgets
  5. Experience managing outsourced contracts such as landscaping or custodial services
  6. Experience implementing and managing an organization's OSHA safety training program
  7. Experience using a computerized maintenance management system/computerized work order system

  • May include moderate exposure to hazardous materials (such as chemicals, fumes, odors, poor ventilation, or gasses).
  • May include frequent exposure to loud noises associated with construction or other activities related to the area of assignment.
  • May include sitting for extended periods of time and the performance of technical office work requiring prolonged focus and attention to detail.
  • May require prolonged periods of standing, sitting and viewing a computer screen
  • May be required to lift or carry up to #50 lbs.
