Overview
PURPOSE STATEMENT: Performs first-line supervisory duties in planning, organizing, coordinating and directing activities with personnel involved with LPG S&D Oahu office activities and with the delivery of LPG by commercial motor vehicles. Responsible for Oahu LPG S&D's handling and/or meeting company-defined compliance requirements that impact this activity. May be subject to on-call 24/7.
Responsibilities
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Reviews work requirements where necessary and collaborates with the General Manager to plan and prioritize work
assignments and projects.
- Supervises and coordinates business office activities that workers are engaged in, or personally performs, the
following:
- Customer requirements regarding appliance/gas system service request, meter reading, billing, credit and
collection, propane delivery scheduling, etc. - Business requirements relating to the receipt and processing of payments, scheduling tanker and cylinder
routes, Oahu LPG inventory, refinery loading, yard dispenser reconciliation, tank monitors, inputting, maintenance and application of computer data, Young Brother ISO & flat rack shipments, monitoring barge/foreign ship scheduling while keeping track of inventory, coordinating with Customer Relations and other departments as appropriate, administrative support to operations personnel, processing parts and creating requisitions for warehouse operations, maintaining and ordering office supplies, etc. - Resolving customer disputes associated consistent with policy, procedures and/or processes. Consults with
the General Manager, other LPGS&D supervisors, Sales Dept. and/or Customer Relations department as appropriate for gas customers, complex issues or sensitive matters. - Administrative requirements for customer-owned tanks (need more clarification?).
- Supervises and coordinates LPG delivery activities that workers are engaged in and personally performs the
following:
- Scheduling and delivery of LPG to the end-users.
- Daily truck lifting activities at the storage facilities ensures adequate inventories are available and
problematic issues are resolved with appropriate personnel. - Investigating and resolving customer and/or driver delivery problems; approving customer bill adjustments
or delivery discrepancies. - Coordination of various security clearance requirements with appropriate organizations/companies such as
military bases, refineries, and airports; maintains personnel records to obtain driver identification badges for access into classified areas. - Coordination and scheduling of repair and maintenance of commercial motor vehicles.
Maintains and monitors equipment records and schedules regulatory inspection requirements on truck sub-systems, such as cargo tank re-qualifications and meter calibrations. - The administration of the regulatory Driver Improvement Program and maintaining the Commercial Drivers
License (CDL) and "H" endorsement record-keeping requirements; monitors and schedules/performs regulatory training and physical exams; administers company drug testing procedures in coordination with Human Resources. Coordinates with the Supervisor, Customer Service & Installation as required.
- Develops office and LPG delivery processes and procedures in coordination with the General Manager consistent
with Company policies and standards to create efficiencies and strive for volume goals and reduce downtime/overtime; implements Company or division policies and standards. - Responsible for the overall appearance and safety requirements for the office area and conduct of the clerical
employees. - Complies with all federal/state/local codes and regulations and Company policies, procedures and standards
impacting this activity. Works with the LPG Delivery (Oahu) Supervisor, LPG NSI Supervisor, Construction Supervisor, and the Senior Director of Supply regarding the interpretation and promulgation of code requirements regarding LPG delivery, truck and equipment issues, and CDL requirements. - Exemplifies the Company's Desired Leadership Style and Kina'ole, our Mission, Vision and Values. Responsible for
the effective supervision of personnel and employee training and development. Recommends hiring, promotion, discipline, and other personnel action of or pertaining to employees; performs as Step 1 of the grievance procedure in the Collective Bargaining Agreement. Approves timesheet and requests for paid and unpaid absences. - Provides and enforces appropriate safety rules and procedures. Provides for a safe work environment and ensures that mechanical equipment, trucks and trailers receive proper inspection and maintenance service to ensure their mechanical integrity, serviceability, and compliance as required. Ensures the safe operation of trucks and trailers and the proper training and certification of drivers. Coordinates and provides for EH&S and technical training programs; maintains records of all training conducted. Complies with all written safety rules and procedures and reports all unsafe acts and conditions and correct those within authority.
- Keeps abreast of federal, state, and local regulations and industry standards pertaining to activity.
- Performs related duties as required or other duties as assigned such as covering for the Supervisors of LPG Delivery, LPG NSI and LPG Construction; able to respond to emergency call outs after hours for gas leaks and other emergency situations.
OTHER FUNCTIONS/RESPONSIBILITIES:
- Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to
include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis. - Complies with all applicable corporate and Hawaii Gas policies and procedures.
Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner. - Performs all other related duties as instructed by supervisor/manager.
Qualifications
Required Education and/or Work Experience:
- Undergraduate degree in business or other applicable field; may be substituted with acceptable technical discipline or equivalent in-field experience.
- Five (5) years successful industry experience in all phases of the work described with demonstrated supervisory skills and ability to resolve customer disputes
- Good understanding and working knowledge of applicable parts of Coast Guard regulations, Federal Motor Carriers Safety regulations, D.O.T. regulations, and OSHA
- Proficient in the MS Office suite of tools, especially Word, Excel, PowerPoint, and MS Project.
- Good working knowledge of the rules, tariffs and regulations of the Hawaii PUC.
Preferred Education and/or Work Experience:
- Working experience in a Union environment.
Required Licensure, Certification, Registration or Designation:
- Valid Hawaii driver's license.
- Must obtain and maintain certifications for access to controlled facilities and entrusted to handle sensitive information (SSI) regarding DHS matters.
Preferred Licensure, Certification, Registration or Designation:
- May be required to obtain CDL license
