Introduction

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking qualified applicants for the position of Senior Regional Transportation Planner. Job Summary

The Senior Regional Transportation Planner position plays a critical role in securing funding for projects within the County's Capital Improvement Program. This position requires regular attendance and constructive participation in meetings of regional, state and federal organizations and is responsible for proactively representing, advocating for, and ensuring a consistent response related to Loudoun County's priorities.
Duties include, but are not limited to:
* Working closely with DTCI's leadership and County Administration to prepare and respond to legislative processes and to reflect the position of the Board of Supervisors.
* Participation on technical committees for regional transportation programs and organizations.
* Analysis of transportation issues, including project selection criteria to determine the most appropriate projects to submit for funding consideration.
* Coordinating all aspects of seeking and preparing grant funding applications relative to the needs of the program.
* Conducting research, developing position papers, and briefing the Board of Supervisors on matters pertaining to regional programs.
* Advocating for Loudoun projects by being fully aware of details of the project through discussions with project staff including representatives of towns / villages within Loudoun County.
* Communication of critical information through both verbal and written communication channels to DTCI leadership, County Administration and elected officials.
* Recommendations and input regarding policies, systems, procedures and guidelines for completing and submitting documentation for various outside transportation funding sources.
The successful candidate will have:
* The professional skill set required to perform analytical research, thorough and effective problem solving, and critical decision making.
* Excellent communication skills (both verbal and written).
* The ability to manage multiple projects simultaneously and adjust priorities as necessary.
* The ability to work independently.
* The ability to provide prompt and effective customer service to various stakeholders.

This position is eligible for partial telework in accordance with County and Department Policies.
Flexible scheduling is also available to address required meeting attendance outside of normal business hours.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.
Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Planning, Public Administration, Public Policy, Business Administration, or a related field; five (5) years of related work experience OR Master's degree in Planning, Public Administration, Public Policy, Business Administration, or related field; three (3) years of related work experience; or equivalent combination of education and experience.

AICP or Professional Transportation Planner (PTP) Certification is preferred.


Job Contingencies and Special Requirements

Must be available for duty beyond normal/core business hours, as required to attend meetings of the Board of Supervisors; regional, state, and/or federal organizations; public input sessions, or other special meetings related to the overall job components.

Employment is contingent upon successful background check completion, to include criminal, credit, and driving checks.
