The DOT Agency Chief Contracting Officer's Office (ACCO) is seeking to hire a Confidential Strategy Planner - Office Title: Contract Analyst to perform responsible analytical, procurement, and administrative work, and to ensure efficiency and effectiveness for DOT capital projects, in conformity and compliance with Chapter 13 of the City Charter and the Procurement Policy Board (PPB). Manage various phases of capital procurement and related activities. Assist in implementing initiatives established by Oversight agencies, including the Minority and Women Owned Business Enterprise (M/WBE) initiative. Utilize PASSPort and other Citywide systems for review, complex analysis, and processing of documentation. Plan and coordinate to achieve agency's strategic goals; review proposals and monitor timelines. Make recommendations on policies and procedures. Assist the management in interpreting data and concept analysis, and in revisions and upgrades to standard operating procedures. Participate in meetings on planning and development of strategic projects. Review and prepare summary reports for inquiries and data comparison and recommend quality improvement. Establish and maintain cooperative relationships with DOT end users. Interact with vendors and contractors, ensuring efficiency and improvement in communication between the ACCO's Office, DOT units and vendor/contractor community. Performs other equivalent functions as required by the management. Minimum Qualifications A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in a particular position. Relevant experience in public or business administration. Candidate must have analytical and organizational skills Strong written and verbal communication skills and attention to detail. Proven ability to interact professionally with a diverse group of project managers, administrative staff, and vendor community. Knowledge in procurement procedures is strongly desired.
