Position Summary

The Operations Manager, EMC & RF Laboratories oversees daily operations, team performance, and process efficiency across TUV SUD's EMC and RF testing facilities in San Diego America. This role ensures high-quality, compliant, and on-time delivery of testing services to major technology clients, while driving continuous improvement and maintaining ISO/IEC 17025 compliance. The position leads technical staff, manages resources, and partners with commercial and quality teams to achieve operational excellence.


Key Responsibilities

  • Manage daily laboratory operations for EMC, RF & OTA testing, ensuring accuracy, efficiency, and compliance with ISO/IEC 17025, FCC, ISED, and ETSI standards.
  • Manage P&L, resource allocation, scheduling, and workload balancing to meet client deadlines and optimize capacity.
  • Lead, coach, and develop engineering and technical staff; conduct performance reviews and training plans.
  • Maintain lab readiness including equipment calibration, preventive maintenance, and audit compliance.
  • Collaborate with Project Managers and Commercial teams on scheduling, quoting, project delivery, and client satisfaction.


  • Develop and implement operational strategies aligned with client expectations and industry standards


  • Support business planning, budgeting, and capacity forecasting for operational scalability.
  • Monitor KPIs and operational metrics; implement corrective actions and continuous improvement initiatives.
  • Serve as operational liaison during client meetings, audits, and accreditation reviews.
  • Build and maintain strong relationships with Big Tech stakeholders, acting as a trusted operational partner.


Required Qualifications

  • Bachelor's degree in Electrical, Electronics, or related Engineering field.
  • 8-10 years of experience in EMC and/or RF testing within a TIC or equivalent environment.
  • 3-5 years of management experience leading technical or laboratory teams.
  • Strong understanding of ISO/IEC 17025, CISPR, ETSI, FCC, and ISED requirements.
  • 3- 5 years of experience with wireless technologies (5G, Wi-Fi, Bluetooth, UWB).
  • Demonstrated success managing cross-functional teams and technical operations.
  • Hands-on experience with buildout of chambers and facilities.
  • Excellent communication, planning, and problem-solving skills.


Preferred Skills & Attributes

  • Familiarity with LIMS, workflow automation, and digital process tools.
  • Knowledge of Lean, Six Sigma, or continuous improvement methods.
  • Strong business acumen and ability to manage budgets and KPIs.
  • Adaptability in a fast-paced, matrixed organization.
