What we're seeking:

The Engineer III - Outside Plant (OSP) Network Planner is responsible for developing and optimizing the outside plant telecommunications network to ensure reliability, scalability, and cost efficiency. This role leads the planning and analysis of both short- and long-term OSP network capacity needs, identifies the most economical solutions to meet customer demand, and provides strategic input on infrastructure investments. The OSP Network Planner collaborates closely with engineering, construction, operations, and finance teams, as well as external vendors, to align network expansion with business goals and performance standards. In this in-person role, you will be required to report to our either Lewisville, TX or Pomona, CA locations to complete your work responsibilities.

OSP Network Planning & Design



  • Design and plan network infrastructure to support current and future service requirements
  • Develop short-term and long-term capacity plans aligned with growth forecasts and strategic initiatives
  • Identify and implement cost-effective network solutions to fulfill customer orders and optimize resource utilization
  • Ensure that network builds and augmentations adhere to design standards and capacity guidelines


Analysis & Optimization



  • Perform cost studies, financial analyses, and feasibility assessments to support business cases
  • Monitor and analyze network performance metrics, identifying trends and improvement opportunities
  • Troubleshoot network capacity or performance issues and recommend corrective actions
  • Develop and maintain performance criteria for evaluating network efficiency and utilization


Documentation & Compliance



  • Maintain accurate OSP network records, including design maps, capacity data, and utilization reports
  • Develop and maintain planning guidelines, procedures, and documentation standards
  • Ensure compliance with company policies, engineering standards, and regulatory requirements


Cross-Functional Collaboration



  • Partner with engineering, construction, operations, and finance teams to coordinate network plans and priorities
  • Collaborate with vendors and service providers to manage contracts, resolve design challenges, and align deliverables
  • Support leadership with management reports, business cases, and deployment plans for capital projects


Strategic & Leadership Contributions



  • Contribute to strategic network development by providing technical and financial insight to long-range plans
  • Mentor junior planners and provide guidance on design methodology, analysis, and documentation standards
  • Drive process improvements to enhance network planning efficiency and data accuracy

What background you should have:



  • Bachelor's degree in Telecommunications, Network Engineering, Electrical Engineering, or a related field preferred
  • 5+ years of experience in network planning, capacity management, or telecommunications engineering
  • Strong understanding of fiber, transport, and access network architectures
  • Proficiency with network modeling, GIS, and planning tools
  • Demonstrated ability to perform financial and capacity analysis to support investment decisions
  • Excellent communication and collaboration skills, with the ability to translate complex technical information into business terms
  • Proven ability to manage multiple priorities in a dynamic, cross-functional environment
