Main Function

Provide policy, advocacy, and analytical leadership on state and federal Medicaid and commercial insurance issues. Utilize analytical and communication skills to initiate and respond to proposed policy and reimbursement changes and communicate the impacts to IHA leadership, hospital members, and government officials. Strategically guide IHA Medicaid efforts utilizing knowledge of CMS regulations and federal opportunities, including waivers and other demonstration programs. This role also has oversight of Patient Financial Services, Medicaid Policy and Reimbursement Development, and Managed Care Policy, including commercial health insurance.

Outline of Responsibilities

Medicaid

  • Serve as lead on Medicaid policy issues.
  • Coordinate and lead IHA's Medicaid managed care reform initiatives by developing policy positions and drafting legislation based on priority member issues. Obtain input from and provide updates to members on Medicaid managed care strategy through presentations to IHA's Board, Committees, Forums, and other member groups.
  • Lead the review of the financial impacts of proposed Medicaid policy and budget changes and communicate such impacts to membership, regulatory agencies and the General Assembly.
  • Use knowledge of state and federal Medicaid policies to identify financing opportunities that will benefit member hospitals.
  • Initiate and respond to various legislative and regulatory initiatives, provide written and oral testimony on Medicaid related issues and assist government relations staff in briefings and presentations to state policy makers and legislators. Monitor and interpret health care reform implementation and its impact on the Illinois Medicaid program.
  • Inform IHA members through written and oral communication of changes and new developments related to Medicaid, e.g., presentations to task forces, councils and IHA Board.
  • Monitor Medicaid activities in other states.
  • Staff membership groups as appropriate.

Commercial Insurance

  • Serve as lead on commercial insurance policy issues.
  • Identify emerging private payer trends, prioritize member concerns, and assess state-level advocacy options. Coordinate with IHA's federal government relations, legal, and PFS teams, the American Hospital Association, and the Multi-state Managed Care Coalition, as appropriate, to present a unified approach to private payer challenges.
  • Analyze proposed legislation, regulations, and policies regarding private health plans to identify potential administrative and financial effects on members. Consult with members, as needed, to formulate IHA's response to these proposals.
  • Monitor commercial insurance activities in other states.

Patient Financial Services Program

  • Oversee the Patient Financial Services program and provide direction needed to achieve department objectives, including member satisfaction and revenue goals.
  • Understand hospital reimbursement and billing issues, including emerging trends and policies.

Additional Responsibilities

  • Serve as IHA representative to various external groups and government agencies.
  • Develop and maintain relationships with individuals and organizations that impact the hospital community, including the Department of Healthcare and Family Services and Department of Insurance.
  • Other duties as defined.

Qualifications

The ideal candidate will be a dynamic and creative leader, possessing a Bachelor's degree, as well as a minimum of thirteen (13) to fifteen (15) years of related experience in the healthcare, government, or association sector; Masters preferred. Strong financial and analytical capabilities with the ability to interpret and effectively present to a wide range of audiences. Comprehensive knowledge of Medicaid and commercial insurance policy and reimbursement and knowledge of the legislative process is required.

Pay Range: $212,924 to $319,386 annually, actual compensation is dependent on job-related factors such as experience, education, skills and qualifications for the role.
