Job Requirements

As a Program Manager, you will be accountable for managing, influencing, and facilitating high-quality deliverables of assigned programs within a Component or Independent Agency. This role encompasses the management of one or more programs and their projects. It requires expertise in program management, stakeholder engagement, and the ability to drive cross-functional teams to meet the organization's business objectives. The individual will also identify and mitigate risks, secure stakeholder buy-in, and report program progress to senior leadership.

A successful Program Manager will independently operate at an advanced level, provide practical ideas and support, and break down complex concepts. The Program Manager will support Fearless' customers and organizational goals by:

  • Achieving long-term customer retention and expanding account opportunities by effectively managing client relationships.
  • Ensuring projects are delivered on time, within budget, and in compliance with federal regulations, contributing to exceeding overall client satisfaction and program success.
  • Enhancing team performance and operational efficiency, leading to measurable improvements in program outcomes, cost management, and resource allocation.
  • Increasing account growth by X%, reducing project costs by Y%, and ensuring X% of project milestones are achieved on schedule.

The Impact You Will Create:

This project supports the modernization of a large-scale federal disclosure and data management platform. The work involves designing, developing, and maintaining a secure, cloud-based system that improves how information is submitted, processed, and accessed by the public. The team will leverage Agile, DevSecOps, and user-centered design practices to deliver scalable, high-impact digital services that enhance transparency, compliance, and accessibility. Efforts include building modern APIs and web interfaces, implementing Zero Trust security, automating testing and deployments, and driving continuous improvement through cloud-native and AI-enabled solutions.

Your Responsibilities in This Role:

Delivery of World Class Services & Customer Intimacy

  • Lead the customer in adopting, adapting, developing, and growing innovative technical solutions that enhance the SEC system's ability to collect, validate, review, approve, post, and disseminate information efficiently
  • Ensure that Fearless positively impacts our customers' missions and the lives of the people they serve by consistently delivering world-class products and services on time and within budget.
  • Serve as the primary point of contact for all program activities, ensuring the cohesive execution of multiple projects under the program.
  • Present Fearless capabilities to potential customers in detail, highlighting how those capabilities could impact the potential customer to meet the previously identified requirements.

Influence and Leadership:

  • Build credibility as a subject matter expert and advocate for the organization's strategic direction.
  • Motivate staff and stakeholders to support organizational goals and build consensus among leaders.
  • Oversee and validate project manager assessments of individual team members within the program to ensure accuracy, fairness, and consistency with performance expectations. Ensure evaluations reflect project contributions and align with the program's strategic goals.
Building Relationships & Networking
  • Build, engage, and influence strong relationships with individuals and groups connected to the program. Identify, monitor, and manage relationships with stakeholders to ensure positive outcomes.
  • Regularly update key stakeholders on program performance, risks, and critical milestones through detailed reports and presentations.
  • Advocate for the program within the organization, ensuring stakeholder buy-in and support across all levels.
Domain Expertise
  • Lead the strategic planning and execution of large-scale programs, ensuring alignment with organizational objectives.
  • Stay up-to-date and apply developments in information technology (hardware, software, telecommunications) and emerging technologies.
  • Utilize knowledge of contracting officers and procurement regulations to ensure successful outcomes.
Defining Problems and Opportunities
  • Proactively identify program risks and develop comprehensive mitigation strategies to ensure program continuity.
  • Analyze complex business problems and present clear, actionable solutions to senior leadership.
  • Monitor project interdependencies within the program and resolve conflicts or bottlenecks to keep projects on track.
Budgeting, Executing, Organizing & Planning
  • Oversee the execution, management, and delivery of assigned programs and projects within the scope, timeline, and budget.
  • Work with finance teams to ensure accurate forecasting, reporting, and cost control measures are in place.
  • Drive cost-saving initiatives without compromising the program's overall quality and performance.
Agile Facilitation and Managing Team Execution
  • Lead Agile ceremonies, including daily stand-ups, sprint planning, retrospectives, reviews, and backlog refinement, in alignment with Scrum or SAFe frameworks.
  • Mentor team members on Agile principles and Fearless delivery practices; foster a culture of self-organization, accountability, and psychological safety.
  • Identify and remove impediments affecting team progress, coordinating resolution across teams and dependencies.
  • Support Agile at scale (e.g., Scrum of Scrums, SAFe) and facilitate coordination across teams and programs.
  • Manage Agile tooling environments (e.g., Jira, Confluence, Miro) to ensure backlog integrity, effective sprint planning, and transparent documentation.
  • Track and report on Agile metrics (e.g., velocity, burndown, cycle time) to promote transparency and data-driven decision-making.
  • Incorporate user feedback into backlog refinement and planning to drive user-centered development and continuous improvement.
  • Ensure delivery practices comply with federal requirements, including FISMA, FedRAMP, and Section 508.
  • Promote continuous improvement of delivery workflows, Agile maturity, and Fearless methodologies such as "Start Green, Stay Green, Be Purple" and the Fearless Factory model.
  • Lead, mentor, and support cross-functional teams, including project managers, engineers, and other specialized professionals, to ensure successful program execution.
  • Foster a culture of high performance, accountability, and continuous improvement within program teams.
  • Attract, develop, coach, and motivate team members, ensuring career growth and addressing demotivating factors.
  • Conduct regular performance reviews, set measurable goals, and provide constructive feedback to team members.


Work Experience

Skills and Qualifications We Require at Fearless:

At Fearless, we seek candidates who blend technical know-how with sharp problem-solving and advisory skills to drive real impact in the communities we serve. Here are the key qualifications for this role.

  • Minimum of 7 years as a Project Manager, Scrum Master, Agile Coach, or equivalent role, including at least 3 years managing an effort of similar scope.
  • Ability to obtain and maintain a Public Trust clearance.
  • Bachelor's degree or higher.
  • Product Delivery certification or equivalent work experience (e.g. Certified Scrum Master (CSM), Professional Scrum Master (PSM), or SAFe Scrum Master (SSM) is preferred.
  • Demonstrated strong background in Agile and Scrum methodologies, with a proven ability to lead multidisciplinary teams and deliver innovative, human-centered digital solutions in partnership with federal customers.
  • Demonstrated experience leading Agile teams in federal digital service delivery, preferably within SEC or similar compliance-driven environments.
  • Deep knowledge of Agile frameworks (Scrum, Kanban, SAFe).
  • Proven ability to translate business requirements into actionable user stories and technical deliverables.
  • Strong facilitation, communication, and conflict resolution skills.
  • Proficiency in Agile collaboration tools (Jira, Confluence, Miro, GitHub).
  • Experience in DevSecOps environments, incremental delivery, and user feedback integration.
  • Working knowledge of human-centered design principles.
  • Familiarity with Executive Order 14058, OMB A-11 Section 280, and digital.gov Agile guidance is a plus
  • Experience in CI/CD integration and DevSecOps delivery models is a plus

Physical Requirements:

  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

The salary range for this position is:

Minimum Salary: $128,453

Salary Midpoint: $170,200

Maximum Salary: $211,947

Hiring Range for Role: $128,453 - $200,000

*For part-time roles, the salary will be pro-rated based on the full-time equivalent salary ranges listed above.
